11 febbraio 2020 – Imminente l’emissione di un avviso pubblico da parte della Regione Puglia teso a favorire l’occupazione delle persone con disabilità.
In Italia tra le leggi meno applicate vi è la 68 del 1999; non solo le aziende di tipo privatistiche preferiscono pagare le multe pur di non adempiere agli obblighi previsti dalla citata norma, ma meraviglia sapere che anche gli Enti pubblici non si attengono a tali parametri.
Un lavoro di recupero fondi degli uffici regionali, portato avanti con la forte spinta del Consigliere Regionale Domenico Santorsola e del Garante della Disabilità Giuseppe Tulipani, ha rinvenuto economie di bilancio pari a circa 6,6 mlioni di euro.
Si è potuto, così, redigere delle ipotesi di interventi che vadano ad incentivare le aziende nell’assumere persone appartenenti alle categorie protette. Per il 2020 le ipotesi sono:
- 900.000 euro quale contributo alle assunzioni a tempo indeterminato;
- 300.000 euro per adattamento del posto di lavoro;
- 200.000 euro per corsi di formazione;
- 200.000 euro per l’istituzione della figura del responsabile dell’inserimento lavorativo.
Giorni fa, presso l’assessorato al lavoro, si è svolto un incontro con le varie associazioni per presentare il documento e ricevere proposte migliorative. Molti gli interventi al fine di avere contributi di idee, tra i quali quello del neo Presidente Regionale ANMIL Filippo Rutigliano, che ha sottolineato l’utilità di avere una banca dati per conoscere le disponibilità e i profili professionali coinvolgendo anche i Comuni.
Urbano Lazzari, Presidente del CABA (Comitato Abolizione Barriere Architettoniche) di Gravina, ha proposto che anche alle cooperative sociali di tipo “B” fossero riconosciuti gli incentivi, mentre Vincenzo Varvara, di Murgiatime Gravina – testata giornalistica territoriale- ha chiesto di prevedere una proporzionalità degli incentivi all’assunzione in virtù della gravità della disabilità, al fine di dare pari opportunità alle persone con disabilità in quanto le aziende, potendo procedere all’assunzione nominale, spesso preferiscono le disabilità lievi.
Il documento deve essere, quindi, integrato dalle proposte avute prima di proseguire l’iter previsto: approvazione da parte della Giunta Regionale ed emissione dell’avviso pubblico. Un primo passo è stato fatto per questo importante percorso da completare e portare avanti di anno in anno.
