Si รจ svolta oggi, lunedรฌ 2 settembre la giornata dedicata ai temi della sicurezza sul posto di lavoro promossa da ANMIL, INAIL Lucca e Massa Carrara, Cittร di Lucca, Azienda USL Toscana Nord Ovest e Centri per l’impiego. L’iniziativa, nell’Auditorium Agorร di Lucca (piazza dei Servi), ha avuto come titolo “E dopo? – Il reinserimento lavorativo di infortunati e tecnopatici. Le nuove prospettive di tutela”. In sostanza, si รจ trattato di un dibattito intorno alle misure esistenti e le prospettive future per il reinserimento lavorativo delle vittime del lavoro. E questo nell’ambito della preziosa esperienza della Commissione Sicurezza del Comune di Lucca.
L’iniziativa รจ stata aperta dai saluti del Sindaco di Lucca Alessandro Tambellini, che ha sottolineato l’importanza della Sicurezza sul Lavoro e dell’organizzazione sul Territorio di questi incontri sulla Sicurezza; e dai saluti del Consigliere Comunale con delega al Lavoro Roberto Guidotti che ha ricordato come “E DOPO… ” รจ nata dopo la tragedia che ha coinvolto le 2 famiglie dei due operai Eugenio Viviani e Antonio Pellegrini morti sul lavoro precipitando dalla piattaforma mentre mettevano i lumini per la processione di Santa Croce a Lucca.
Il quadro generale, come si ricava dall’intervento del dottor Giuseppe Fanucchi, Direttore Centro per l’impiego di Lucca รจ che mentre le normative per poter accedere al reinserimento con la legge 68/99 per gli Invalidi Civili contemplano una invaliditร a partire dal 46 %, e per gli invalidi del lavoro al 33%, le aziende, per lo meno quelle della zona, preferiscono pagare le sanzioni piuttosto che assumere lavoratori con disabilitร . Risultato, siamo a 4 inserimenti l’anno degli invalidi del Lavoro. E comunque il meccanismo รจ bloccato dalla paura di avere dei controlli piรน pressanti. “Al di lร delle buone intenzione e delle buone norme – ha aggiunto Fanucchi – c’รจ la sensibilitร che deve prendere piede”. Fanucchi non ha mancato di sottolineare come una norma piรน vantaggiosa c’รจ per gli orfani equiparati alle vittime di servizio “con chiamata diretta senza dover partecipare alle graduatorie”.
Nella conferenza c’รจ stato spazio anche per gli esperti. Secondo la psicologa del lavoro in ANMIL, dott.ssa Vincenza Bruno, che ha parlato del Progetto P.O.S.S.O. Percorso Orientamento Sviluppo e Sostegno Occupazionale, il Lavoro per chi si รจ infortunato, รจ dignitร . E la mancanza di lavoro mette in dubbio la propria dignitร . “Persone infortunate che non escono piรน di casa, da quando lavoro per questa associazionevda quando lavoro per questa associazione ho notato che per strada, nei ristoranti, nei luoghi che tutti noi frequentiamo “non si vedono” persone disabili.
Psicologicamente l’infortunato spesso ha paura a rimettersi in gioco, noi dobbiamo dargli la spinta per rimettersi in gioco, devono reimpostare tutta la vita non solo la parte lavorativa”.
Per quanto riguarda il punto di vista delle imprese รจ intervenuta Alessia Pera, Confindustria Lucca Prato e Pistoia, mettendo in evidenza l’importanza di “lavorare tutti in sinergia” in modo da diffondere la Sicurezza del Lavoro. “Ci sarebbe bisogno di piรน supporto da parte delle istituzioni – ha detto Pera – che vengano a supporto di aziende con meno fondi. Il medico competente e giudizio di idoneitร รจ visto come problema, per poi rendere il lavoratore a rischio del proprio posto di Lavoro. Quindi creare un sistema parallelo che si prende carico di questi soggetti”. “Siamo disponibili a lavorare con tutti voi per far sรฌ che questo si possa avverare”, ha concluso Pera. Un elemento, quello della concertazione, al centro dell’intervento di Monica Puccetti, UF Prevenzione Igiene Sicurezza nei luoghi di Lavoro Ausl Toscana Nord Ovest, che ha spiegato l’importanza di inquadrare l’intervento Ausl come assistenza per le aziende invece che come controllore. Giovanni Lorenzini, direttore di Inail (Lucca e Massa Carrata) in risposta a Confindustria ha detto che tutti nel proprio ambito “devono dare il massimo se lo faremo tutti poi mettendo insieme quanto portato avanti potremo raggiungere buoni livelli”. “Coinvolgendo tutti i settori presenti sul territorio – ha concluso Lorenzini – basta avere la consapevolezza di quanto portiamo avanti. Penso al Progetto P.O.S.S.O.”. Anche parlando di reinserimento non si รจ potuto non toccare il tema della sicurezza. E’ stato lo stesso vice-presidente CO.CO.PRO. Riccardo Giusti di Confindustria Toscana Nord a dire che purtroppo si deve registrare un aumento del 2 % nel 2019. La collaborazione รจ quindi un elemento imprescindibile. A ricordarlo รจ stato anche il presidente regionale ANMIL Vincenzo Municchi che ha spiegato gli accordi con la Regione Toscana, e il sistema scolastico. “Dobbiamo far arrivare la cultura della Sicurezza a trecentosessanta gradi”, ha detto Municchi.
Guidotti ha chiuso i lavori prendendo l’impegno, a nome delle istituzioni, “ad affrontare piรน incisivamente il problema, per riuscire con attenzione, professionalitร e buon senso, a raggiungere un traguardo con collaborazione di tutte le parti. Prima si raggiungono i traguardi e meglio รจ per tutti”.
