Roma, 14 aprile 2021 – L’Inail, i Ministeri del Lavoro e della Salute, la Conferenza delle Regioni e delle Province autonome e la struttura di supporto alle attività del commissario straordinario per l’emergenza hanno elaborato un documento che fornisce indicazioni sulla vaccinazione anti-Covid nei luoghi di lavoro e sulla procedura per l’attivazione dei punti vaccinali territoriali destinati alle lavoratrici e ai lavoratori, con il coinvolgimento dei medici competenti o di altri operatori sanitari convenzionati con il datore di lavoro.
Nella pubblicazione, allegata a una circolare interministeriale del 12 aprile, è precisato che l’istituzione dei punti vaccinali nelle imprese dovrà garantire i requisiti di efficacia, efficienza e sicurezza previsti per tutti i cittadini in ogni contesto della campagna di vaccinazione anti-Sars-CoV-2. In particolare, ne costituiscono presupposti imprescindibili la disponibilità di vaccini, la disponibilità dell’azienda, la presenza del medico competente o di personale sanitario adeguatamente formato, la sussistenza delle condizioni di sicurezza per la somministrazione di vaccini, l’adesione volontaria e informata da parte dei lavoratori e la tutela della loro privacy.
Per assicurare tempestività, efficacia e livello di adesione, gli spazi destinati alla somministrazione dei vaccini in azienda, compresi quelli allestiti presso punti vaccinali territoriali approntati dalle associazioni di categoria di riferimento, potranno essere utilizzati per la vaccinazione di lavoratori appartenenti anche ad altre imprese, come quelli che prestano stabilmente servizio presso l’azienda utilizzatrice. La vaccinazione nel luogo di lavoro rappresenta, comunque, un’opportunità aggiuntiva rispetto alle modalità ordinarie dell’offerta vaccinale che saranno sempre garantite, nel rispetto delle tempistiche dettate dal piano nazionale di vaccinazione, qualora il lavoratore non intenda aderire alla vaccinazione in azienda.
L’iniziativa deve essere comunicata all’azienda sanitaria di riferimento, gli oneri sono a carico del datore di lavoro o delle rispettive associazioni di categoria, a eccezione dei vaccini, dei dispositivi per la somministrazione (siringhe/aghi), e degli strumenti formativi e per la registrazione delle vaccinazioni. La vaccinazione in azienda deve prevedere la presenza dei materiali, delle attrezzature e dei farmaci necessari allo svolgimento in sicurezza delle attività, e di strumenti informatici che permettano la registrazione dell’avvenuta inoculazione del vaccino, secondo le modalità fissate a livello regionale.
La registrazione deve essere effettuata subito dopo la somministrazione, durante il periodo di osservazione post-vaccinazione della durata di almeno 15 minuti. Per intervenire immediatamente nel caso di reazioni avverse a rapida insorgenza, che dovranno essere registrate utilizzando le modalità di segnalazione previste dalla Regione o Provincia autonoma di riferimento, è necessario prevedere la presenza di risorse in grado di gestirle. Si raccomanda, in ogni caso, di indirizzare eventuali soggetti a rischio all’azienda sanitaria competente, in modo che possano essere vaccinati in ambiente protetto. L’azienda, inoltre, è tenuta a programmare anche la somministrazione della seconda dose, quando prevista, secondo le modalità e tempistiche di ciascun vaccino.
