Roma, 27 luglio 2021 – A proposito della Sicurezza sui treni gira da qualche giorno una bozza del nuovo Regolamento per la circolazione ferroviaria dell’Agenzia nazionale per la sicurezza delle ferrovie e delle infrastrutture stradali e autostradali (Ansfisa), che di fatto non nomina più la figura del capotreno. Il documento ha subito allarmato i sindacati di categoria che hanno chiesto chiarimenti. L’Agenzia ha risposto in modo sibillino: il regolamento non lo vieta assolutamente.
L’Ansfisa terrà conto delle nostre osservazioni sulla figura del capotreno, fanno sapere Filt-Cgil, Fit-Cisl, Uiltrasporti, Ugl Ferrovieri, Fast Confsal e Orsa al termine dell’incontro con l’Agenzia che si è svolto in questi giorni. “Il direttore De Bartolomeo – spiegano i sindacati – si è mostrato aperto a una collaborazione e disponibile all’accoglimento delle nostre proposte di modifica che mantengano fermi i requisiti minimi di sicurezza attuali, non abolendo quindi la figura indispensabile del capotreno”. Per Ansfisa, il nuovo Regolamento, posto in consultazione a maggio 2021 e destinato a sostituire quello in vigore dal 2012 (in cui si indicava espressamente la presenza del “capotreno” per i treni che effettuano servizio di trasporto passeggeri) non vieta assolutamente la figura del capotreno ma mira a fortificare le funzioni delle professionalità che sulle infrastrutture e sui treni hanno il compito di garantire la sicurezza.
Il capotreno è una figura storica che svolge molte funzioni, non solo il controllo dei biglietti, ma si occupa anche delle questioni legate alla regolarità di bordo e alla sicurezza, all’assistenza delle persone con mobilità ridotta, fino a svolgere la funzione di pubblico ufficiale. Negli ultimi anni la scelta di numerose aziende ferroviarie europee di togliere il capotreno da alcuni treni, lasciando ad operare un solo macchinista, il tema è stato oggetto di battaglie sindacali a livello europeo. Il nuovo regolamento italiano, dopo la fase di consultazione con tutti i soggetti interessati, va notificato all’Agenzia ferroviaria europea (Era) entro fine anno e quindi è destinato ad entrare in vigore non prima del 2022. Il testo, viene spiegato, in linea con le indicazioni delle normative europee, non può nominare il capotreno come l’unica soluzione possibile, ma deve necessariamente lasciare alle imprese la possibilità di garantire la sicurezza impiegando figure professionali, coadiuvate da adeguata tecnologia e organizzate nel modo più efficiente per garantire la sicurezza. Trenitalia, considerando fondamentale la figura del capotreno, ritiene che il tema sia ancora in fase di discussione da parte delle autorità competenti; mentre da Italo fanno sapere che non ci saranno cambiamenti né di responsabilità né di mansione per quel ruolo.
