Roma, 24 marzo 2022 – Il Ministro dell’Istruzione Patrizio Bianchi è intervenuto in audizione presso la Commissione Lavoro del Senato nell’ambito dell’indagine conoscitiva sui canali di ingresso nel mondo del lavoro e sulla formazione professionale dei giovani.
L’intervento del Ministro è stato aperto con la notizia, appena appresa, di un infortunio che ha visto coinvolto uno studente di 21 anni, praticante di un corso di formazione per “trasporto navale” dell’Its Logistica Puglia, investito da un muletto all’interno dei cantieri navali Danese Yacht Service di Brindisi, durante una prova tecnica. Il giovane, ricoverato presso l’ospedale Perrino di Brindisi, non è fortunatamente in condizioni gravi. “Esprimo la mia vicinanza al ragazzo che si è infortunato in Puglia, un incidente di cui abbiamo saputo solo ora, la mia vicinanza anche alla scuola” ha dichiarato Bianchi
Il Ministro Bianchi ha precisato ancora una volta la natura del tutto slegata dal lavoro subordinato dei percorsi di formazione che si tengono all’interno delle scuole di concerto con le aziende. “Rispetto a questo faccio una considerazione: la prima volta che nella nostra struttura normativa si parla di scuola e lavoro è nel 2003, si introduce il principio, si parla di alternanza scuola lavoro. Due anni dopo sono state definite le regole e si evidenzia che non è un contratto di lavoro, il carattere fondante è che i ragazzi rimangono studenti – ha sottolineato il ministro Bianchi – L’alternanza scuola lavoro è prevista in 30 ore per i licei, dunque 90 ore nel triennio; 150 ore per gli istituti tecnici e 180 ore per i professionali. Per i licei si tratta di una settimana l’anno. Sono esperienze che vanno viste nell’ambito dei percorsi didattici, sono esperienze didattiche. Piuttosto si sta investendo sull’orientamento, che deve essere sempre meno attività formativa di marketing promossa dalle Università e sta assumendo sempre più la funzione di accompagnamento, a partire dalle scuole medie”. E ancora: “Bisogna ragionare di più su cosa avviene una volta che il ragazzo si è diplomato. I dati del 2019 destano preoccupazione: su 100 diplomati il 51% ha un rapporto a tempo determinato, i 10% di apprendistato, il 10% un lavoro intermittente, l’8,8% fa tirocini, il 3% ha contratti di collaborazione, il 3,4% è tempo indeterminato. Questo mi inquieta”. Per Bianchi “dobbiamo riuscire a completare il ciclo superiore con un percorso che o è di laurea o è di un Its fortemente legato a un territorio e un settore. Mi chiedo se non si possa poi aggiungere un percorso di iscrizione a un albo anche per chi si diploma in un Its o istituto professionale. “Serve un profondo ripensamento dei Centri per l’Impiego coinvolgendo le Regioni, gli Enti locali e le parti sociali; siamo il paese con l’investimento più basso delle imprese in formazione, con grandi differenze sul territorio. ” ha concluso il Ministro.
