Roma, 2 luglio 2021 – Domani 3 luglio, scatta nell’Unione europea il bando agli oggetti in plastica monouso più inquinanti, quelli trovati più frequentemente in mare e sulle spiagge: piatti e posate (ma non i bicchieri), cannucce, cotton fioc, palette da cocktail, bastoncini dei palloncini, contenitori per alimenti e bevande in polistirolo. I negozi potranno continuare a venderli fino ad esaurire le scorte, poi saranno proibiti del tutto.
Il bando è previsto dalla direttiva europea SUP (Single Use Plastic), approvata nel 2019 e recepita dall’Italia con legge nazionale nell’aprile di quest’anno. Per l’Unione, è un primo passo per ridurre la plastica monouso, quella che spesso finisce sulla terra e nei mari, e continuerà ad inquinarli per secoli.
Dalla direttiva SUP restano fuori tantissimi altri prodotti usa e getta, i più diffusi: dalle bottiglie per acqua e bibite ai flaconi di detergenti e detersivi, dalle scatolette alle buste per i cibi. Per i bicchieri di plastica, la direttiva prevede solo una riduzione del consumo.
La Ue ha scelto di bandire una serie di oggetti monouso particolarmente inquinanti, ma soprattutto di cui si può fare a meno, o che si possono facilmente sostituire con altri biodegradabili. Il grosso della plastica usa e getta resta fuori dal bando. Ma qui, le alternative sono più difficili da adottare, e richiedono tempo, grossi investimenti, e soprattutto un cambiamento culturale: detersivi alla spina, borracce, imballaggi in carta o bioplastiche.
E proprio sulle bioplastiche, e sulle alternative alla plastica monouso, è nato un contenzioso fra l’Italia e la Commissione europea, che però è in via di soluzione. La direttiva SUP non fa distinzione nel suo bando fra oggetti in plastica tradizionale (quella prodotta dal petrolio e non biodegradabile) e oggetti in plastiche bio: prodotte da materie prime naturali come il mais, biodegradabili nell’ambiente e compostabili (cioè trasformabili in fertilizzante compost).
La legge italiana 53/2021 che ha recepito la direttiva europea ha invece escluso dal bando tutte le plastiche usa e getta compostabili, nelle quali l’industria italiana è molto forte. E il nostro paese chiede che anche le linee guida della Commissione per l’applicazione della SUP facciano la stessa cosa.
L’altro motivo di scontro fra Roma e Bruxelles riguarda la carta plastificata, quella ricoperta da un sottile velo di plastica (meno del 10% del peso totale), usata per piatti, bicchieri e imballaggi. La direttiva non ne parla, ma le linee guida (approvate a maggio) estendono il bando anche a questi oggetti. L’Italia è un grosso produttore di carta plastificata, e l’allargamento del divieto a questa avrebbe messo in crisi la nostra industria cartaria.
Il contrasto però dovrebbe rientrare. Dopo un colloquio fra il vicepresidente della Commissione, Frans Timmermans, e il ministro drella Transizione ecologica, Roberto Cingolani, la Ue ha dato ragione alle obiezioni dell’Italia, e si è impegnata a rivedere le linee guida della direttiva nel senso richiesto dal nostro governo.
