28 febbraio 2022 – Il ministro del Lavoro e delle Politiche Sociali, Andrea Orlando, ha firmato il decreto istitutivo del Tavolo tecnico per l’elaborazione del Piano nazionale per la lotta al lavoro sommerso.
L’approvazione del Piano nazionale rientra tra gli interventi previsti nel PNRR nella parte di competenza del Ministero del Lavoro e delle Politiche Sociali. L’entrata in vigore del Piano e della tabella di marcia attuativa sono traguardi per i quali è stato fissato il termine del 31 dicembre 2022.
Il tavolo tecnico ha il compito di garantire la corretta e puntuale elaborazione del Piano nazionale per la lotta al lavoro sommerso, e a tal fine:
- indica quali siano le misure più idonee per un efficace contrasto al lavoro sommerso;
- delinea un’opportuna strategia d’indirizzo dell’attività ispettiva predisponendo anche piani annuali di ispezione articolati per tipologie di sommerso, settori produttivi e territori;
- effettua una ricognizione delle analisi e dei dati più recenti riguardanti il fenomeno del lavoro sommerso;
- individua i criteri per il monitoraggio del raggiungimento dei traguardi e degli obiettivi relativi al Piano secondo la tempistica prevista;
- studia forme di denuncia da parte dei lavoratori costretti a lavorare in condizioni di lavoro irregolare;
- favorisce il dialogo e la collaborazione con le parti sociali.
Il Tavolo si insedierà il prossimo 3 marzo, alla presenza del ministro Orlando. Il Piano nazionale per la lotta al lavoro sommerso dovrà essere predisposto entro il 15 ottobre 2022, proprio sulla base di quanto presentato dal Tavolo al Ministro del Lavoro e delle Politiche Sociali che procederà alla sua successiva adozione con Decreto ministeriale.
