Roma, 29 giugno 2021 – Non vedenti e sorde dopo i 12 anni di età o sordociechi in età successiva ai 12 anni: a loro è negato lo status di sordociechi, che li priva dei diritti riservati a questa fascia della popolazione. “Va quindi resa più attuale la legge 107 del 2010, che ha riconosciuto la sordocecità come disabilità specifica unica, ma che esclude tutte le persone con disabilità aggiuntive”. E’ quanto denunciano la Lega del Filo d’Oro e l’Unione Italiana Ciechi e Ipovedenti in occasione della 4/a Giornata nazionale delle persone sordocieche che ricorre il 27 giugno. “In Italia – spiegano le due organizzazioni – una persona si può definire sordocieca se oltre alla minorazione visiva, che può essere insorta durante tutto l’arco della vita, si aggiunge anche una disabilità uditiva purché la minorazione sia congenita o, se acquisita, insorga durante l’età evolutiva e sia tale da aver compromesso il normale apprendimento del linguaggio parlato”.
Secondo uno studio condotto dall’Istat in collaborazione con la Lega del Filo d’Oro, si stima che in Italia le persone affette da problematiche legate sia alla vista che all’udito siano 189 mila. Circa 108 mila persone sono di fatto confinate in casa perchè non autonome. “Per garantire pari opportunità alle persone con disabilità visive ed uditive nell’educazione, nell’accesso ai servizi, all’istruzione ed alla formazione occorre proseguire nel percorso del riconoscimento dei loro diritti – dichiara Rossano Bartoli Presidente della Lega del Filo d’Oro. – Risulta essenziale fare chiarezza sull’applicazione della legge 107/2010 e promuovere un coordinamento efficace fra il livello centrale e le regioni per far in modo che siano riconosciute sordocieche le persone affette da una minorazione totale o parziale combinata della vista e dell’udito, sia congenita che acquisita, che comporta difficoltà nell’orientamento e nella mobilità, nonché nell’accesso all’informazione e alla comunicazione”.
