4 ottobre 2019 – «Desidero porgere il mio sentito ringraziamento al Comune e alla Diocesi di San Severo in Puglia per la firma del protocollo d’intesa avvenuta lunedì scorso 28 ottobre, che permetterà ai braccianti dei cosiddetti ‘ghetti della Capitanata’, nel foggiano, di ottenere una domiciliazione presso le parrocchie e l’iscrizione all’anagrafe comunale». Queste le parole di Papa Francesco pronunciate durante l’Angelus del 3 novembre per elogiare il protocollo d’intesa tra il Comune e la Diocesi di S.Severo (FG). Il protocollo d’intesa segue la visita del cardinale Konrad Krajewsi, Elemosiniere Apostolico, alle zone interessate del foggiano. Nella sua visita tra i campi della Capitanata a fine settembre, Cardinal Krajewski aveva promesso ai braccianti che li avrebbe aiutati.
“Le parole di Papa Francesco sono un segnale di attenzione prezioso. Giusto sottolineare il gesto della comunità di San Severo, che ricorda ancora una volta che l’Italia ha l’accoglienza tra i suoi valori irrinunciabili. Il Governo è pienamente impegnato nella lotta ai caporali, per dare tutela ai diritti delle persone e per difendere migliaia di imprese agricole oneste”. Così in una nota la ministra delle Politiche agricole, Teresa Bellanova. “Insieme alle ministre Catalfo e Lamorgese – ha aggiunto Bellanova – stiamo lavorando al Piano di prevenzione e contrasto al caporalato in agricoltura. Ne abbiamo condiviso le prime dieci azioni prioritarie con organizzazioni agricole e parti sociali, siamo pronti a renderlo operativo già dalle prossime settimane”.
Nell’area agricola della Capitanata è presente una folta schiera di lavoratori stagionali che, nel tempo, hanno costruito, abitandole, delle vere e proprie baraccopoli che si sono trasformate in ghetti caratterizzati da precarie condizioni igienico sanitarie. E’ una delle zone più colpite dalla piaga del caporalato.
Negli anni sono molti i braccianti che hanno perso la vita per il sovraffaticamento ma anche per incendi nelle baraccopoli. Nell’agosto del 2018 due incidenti stradali mortali, avvenuti ad appena 48 ore di distanza l’uno dall’altro, rivelarono le condizioni in cui i braccianti viaggiavano: stipati e in piedi dentro i camioncini dei caporali. Nel marzo 2017 due giovani provenienti dal Mali sono morti nel violento incendio che ha avvolto e distrutto le loro e molte altre baracche nel gran ghetto di Rignano. Mamadou Konate e Nouhou Doumbia morirono perché, fino all’ultimo, come centinaia di altri migranti, si rifiutavano di lasciare il luogo dove era cominciato lo sgombero ordinato dalla Prefettura di Foggia. Solo pochi mesi prima, un altro ragazzo di 20 anni, Ivan Miecoganuchev, era morto carbonizzato nella baraccopoli chiamata ‘ghetto dei bulgari’, a causa di un altro incendio.
