Una recente delibera ha ribadito che tutti i beneficiari del programma GOL (garanzia e occupabilità dei lavoratori), finanziato dal Pnrr, dovranno usufruire degli stessi livelli standard di politiche attive su tutto il territorio nazionale.
In particolare il nuovo sistema relativamente alla cosiddetta “profilazione quantitativa” consente agli operatori dei Centri per l’impiego (CPI) di valutare il livello di occupabilità degli utenti, sfruttando pienamente gli archivi di dati amministrativi, da un lato alimentati dal lavoratore stesso all’atto della registrazione quale disoccupato (DID), dall’altro comunicati dal datore di lavoro all’atto dell’attivazione o della cessazione di un posto di lavoro. In questo modo è stimabile in maniera molto più accurata che in passato la probabilità di trovare occupazione entro una certa data ed è quindi possibile definire più efficacemente, al fine della personalizzazione degli interventi, la distanza dal mercato del lavoro.
A questa prima fase ne segue una di valutazione qualitativa finalizzata a far emerge i bisogni delle persone in termini di accompagnamento alla ricerca di lavoro oppure di aggiornamento/riqualificazione delle competenze o di supporto da parte della rete dei servizi territoriali. Sulla base della valutazione svolta, l’utente stipula il Patto di servizio e viene indirizzato a uno dei diversi Percorsi previsti dal programma GOL a seconda della distanza dal mercato del lavoro ovvero: un percorso di reinserimento lavorativo; un percorso di aggiornamento (upskilling); un percorso di riqualificazione (reskilling); un percorso lavoro e inclusione.
“Seguiamo con attenzione gli sviluppi del Programma GOL (Garanzia e Occupabilità dei Lavoratori) finanziato dal PNRR e in particolare i servizi di politica attiva del lavoro per favorire la partecipazione del sistema privato a sostegno delle persone più fragili”, ha commentato Zoello Forni, Presidente nazionale ANMIL, che aggiunge: “I nuovi sistemi di profilazione e gestione dei percorsi di inserimento lavorativo hanno finalmente come obiettivo la creazione di uno standard qualitativo valido sul tutto territorio nazionale, che finora aveva visto frammentati gli strumenti di inclusione socio-lavorativa, in particolare per le persone con disabilità.”
“La nostra Associazione si sta velocemente adeguando a questa nuova prospettiva” conclude Forni, “valorizzando le esperienze locali realizzate in questi anni e facendole confluire nel nuovo progetto “Sportelli Lavoro ANMIL”: anche per noi l’obiettivo è creare uno standard di servizi da offrire a tutti gli invalidi del lavoro che si rivolgono ai nostri sportelli, su tutto il territorio nazionale.”
Va aggiunto che i beneficiari del programma non sono solo giovani NEET (coloro che né lavorano né studiano) ma anche e soprattutto disoccupati, coloro che percepiscono il Reddito di cittadinanza e lavoratori in transizione.
“Con la documentazione approvata – dichiara il Commissario straordinario dell’Agenzia, Raffaele Tangorra – frutto di intenso lavoro con le Regioni e le Province Autonome, si ridefiniscono interamente le modalità di presa in carico di chi si rivolge ai servizi per il lavoro, al fine di creare le condizioni per una personalizzazione dei servizi. Sono corrispondentemente modificati gli standard delle misure e dei servizi di politica attiva del lavoro anche per favorire la partecipazione del sistema privato a sostegno delle persone più fragili”.
