4 agosto 2020 – In una intervista ad Avvenire, la Ministra del Lavoro e delle Politiche Sociali Nunzia Catalfo, ha risposto all’appello sul lavoro arrivato domenica da Papa Francesco.
“Giustamente il Pontefice tiene insieme il lavoro e la famiglia, questioni strettamente legate che per noi rappresentano un’assoluta priorità. In particolare sul lavoro siamo pronti a puntare su strumenti concreti che potenzino le politiche attive”.
Sul discorso “ammortizzatori sociali” e divieto di licenziamento, la Ministra risponde: “Nella primissima fase dell’emergenza, con gli ammortizzatori sociali e lo stop ai licenziamenti abbiamo fatto sì che si tutelassero milioni di posti lavoro e le attività di migliaia di imprenditori, come hanno dimostrato studi nazionali e internazionali. Ora dobbiamo continuare ad accompagnare le imprese con l’utilizzo di ammortizzatori sociali, offrendo però alle realtà produttive anche la possibilità di riportare il lavoratore in azienda con una decontribuzione al 100%. Con un percorso graduale dobbiamo passare da politiche passive a misure attive”.
Alla domanda su quali strumenti verranno utilizzati oltre alla decontribuzione, fa sapere: “Nel Dl Agosto potenzieremo il Fondo nuove competenze, introdotto nel Decreto Rilancio con l’articolo 88, con altri 500 milioni portando il totale a 730 milioni. Grazie a questo fondo le imprese potranno rimodulare l’orario di lavoro dei propri dipendenti destinando parte di esso alla loro formazione: questa parte dell’orario verrà retribuita dallo Stato. Così, attraverso un mix di misure, pensiamo di favorire la ricollocazione e la riqualificazione e di garantire il più possibile i livelli di occupazione. A ciò si aggiungerà un esonero contributivo al 100% della durata di 6 mesi per nuove assunzioni a tempo indeterminato. E insieme al ministro Franceschini stiamo studiando un ulteriore esonero contributivo di 3 mesi per le assunzioni dei lavoratori stagionali del turismo e degli stabilimenti termali”. Affrontando la spinosa questione “rider”, aggiunge: “l’obiettivo è un contratto collettivo nazionale entro il 2020”.
