Roma, 11 dicembre 2020 – Nel 2019 aumentano i reati contro l’ambiente: sono 34.648 quelli accertati, alla media di 4 ogni ora, con un incremento del +23.1% rispetto al 2018. Il ciclo del cemento è al primo posto fra le attività ecocriminali, con 11.484 casi denunciati (+74,6% rispetto al 2018). Segue il ciclo di rifiuti, con 9.527 casi (+10,9% rispetto al 2018). La Campania è, come sempre, in testa alle classifiche, con 5.549 reati contro l’ambiente, seguita nel 2019 da Puglia, Sicilia e Calabria. In queste quattro regioni si concentra il 44,4% degli illeciti ambientali accertati. È questa la fotografia scattata dal Rapporto Ecomafia 2020 di Legambiente, presentato stamani.
Da segnalare anche l’impennata dei reati contro la fauna, 8.088, (+10,9% rispetto al 2018) e quelli connessi agli incendi boschivi, con 3.916 illeciti (+92,5% rispetto al 2018). La Lombardia, da sola, con 88 ordinanze di custodia cautelare, colleziona più arresti per reati ambientali di Campania, Puglia, Calabria e Sicilia messe insieme, che si fermano a 86.
Il business potenziale complessivo dell’ecomafia è stimato in 19,9 miliardi di euro per il solo 2019, e che dal 1995 a oggi ha toccato quota 419,2 mld. A spartirsi la torta, insieme ad imprenditori, funzionari e amministratori pubblici collusi, sono stati 371 clan (3 in più rispetto all’anno prima), attivi in tutte le filiere: dal ciclo del cemento a quello dei rifiuti, dai traffici di animali fino allo sfruttamento delle energie rinnovabili e alla distorsione dell’economia circolare.
La presentazione di oggi è stata l’occasione per l’associazione ambientalista per ribadire che è fondamentale completare il quadro normativo di contrasto all’aggressione criminale ai tesori del nostro Paese, a partire dall’approvazione di una serie di provvedimenti legislativi: il ddl Terra Mia, che introduce nuove e più adeguate sanzioni in materia di gestione illecita dei rifiuti; i regolamenti di attuazione della legge 132/2016 sul Sistema nazionale a rete per la protezione dell’ambiente; il disegno di legge contro le agromafie, licenziato dal governo nel febbraio di quest’anno e ancora fermo alla Camera; il disegno di legge contro chi saccheggia il patrimonio culturale, archeologico e artistico del nostro paese, approvato dalla Camera nell’ottobre del 2018 e ancora fermo al Senato, l’approvazione dei delitti contro la fauna per fermare bracconieri e trafficanti di animali, promessa che si rinnova da oltre venti anni ed ancora in attesa che Governo e Parlamento legiferino.
“I dati e le storie presentati in questa nuova edizione del rapporto Ecomafia 2020 – dichiara Stefano Ciafani, presidente nazionale di Legambiente – raccontano un quadro preoccupante sulle illegalità ambientali e sul ruolo che ricoprono le organizzazioni criminali, anche al Centro-Nord, nell’era pre-Covid. Se da un lato aumentato i reati ambientali, dall’altra parte la pressione dello Stato, fortunatamente, non si è arrestata. Anzi. I nuovi strumenti di repressione garantiti dalla legge 68 del 2015, che siamo riusciti a far approvare dal Parlamento dopo 21 anni di lavoro, stanno mostrando tutta la loro validità sia sul fronte repressivo sia su quello della prevenzione. Non bisogna però abbassare la guardia, perché le mafie in questo periodo di pandemia si stanno muovendo e sfruttano proprio la crisi economica e sociale per estendere ancora di più la loro presenza”.
