Roma, 13 aprile – “Proseguire nel piano di potenziamento dei centri per l’impiego, confronto sull’assegno di ricollocazione, promuovere patti territoriali per la formazione”. Questi i temi del secondo confronto che si è tenuto tra le Assessore e gli Assessori al lavoro delle Regioni e delle Province autonome e il ministro del Lavoro e delle Politiche Sociali, Andrea Orlando.
L’incontro è stato convocato dal ministro Orlando con l’obiettivo di proseguire la discussione sulle politiche attive e sulle questioni più urgenti che necessitano di condivisione e collaborazione tra i vari livelli istituzionali, per una risoluzione efficace e tempestiva.
La prima questione ha riguardato la prosecuzione del piano di potenziamento dei Centri per l’Impiego. Il ministro e gli assessori hanno condiviso che per “poter affrontare la difficile situazione occupazionale e sociale è indispensabile, in primo luogo, rafforzare le strutture pubbliche dei Centri per l’Impiego, quali punti di riferimento territoriali fondamentali.
L’obiettivo comune stabilito è quello di superare ritardi e criticità, procedendo rapidamente con l’assunzione delle nuove operatrici e dei nuovi operatori e completando il rafforzamento infrastrutturale e tecnologico.
La seconda questione ha avuto ad oggetto l’assegno di ricollocazione. A tal proposito, il Ministro ha annunciato la costituzione di un tavolo tecnico con Regioni e Province autonome finalizzato a definire la struttura dell’assegno di Ricollocazione e il suo funzionamento operativo, armonizzando la necessaria cornice nazionale alle prassi sviluppate dalle Regioni nell’ambito delle loro competenze in materia di politiche attive e di formazione professionale.
Il terzo tema affrontato è stato quello dei patti territoriali per la formazione. In parallelo alla realizzazione del Piano di potenziamento dei Centri per l’Impiego e al varo del nuovo assegno di ricollocazione, il Ministro del Lavoro ha proposto di “collaborare alla promozione di patti territoriali per il miglioramento del livello delle competenze, la riqualificazione della forza lavoro e il contrasto alla mancata corrispondenza tra domanda e offerta di lavoro, con un modello di governance che valorizzi la funzione di indirizzo e coordinamento dello Stato e rispetti la competenza esclusiva delle Regioni in materia di formazione”.
Il confronto si è svolto in un clima di collaborazione e dialogo per un concreto e positivo conseguimento degli obiettivi comuni tra governo e regioni.
