Roma, 14 maggio – Nel decreto Sostegni bis, atteso la prossima settimana in Consiglio dei ministri, prende forma l’operazione lavoro che cerca di scongiurare il rischio licenziamenti, già dalla prima scadenza del blocco a fine giugno, con una serie di misure per incentivare le assunzioni e garantire la ripartenza.
Tra le novità affiora una nuova tipologia contrattuale stabile: il contratto di rioccupazione. Ma son previsti anche sgravi contributivi per i settori più colpiti dalla pandemia, il commercio e il turismo, per il rientro dalla cig Covid. Misure proposte dal ministro del Lavoro, Andrea Orlando, convinto della necessità di “gestire insieme anche il difficile periodo che sicuramente seguirà lo sblocco dei licenziamenti”.
Il contratto di rioccupazione, da applicare a tutti i settori, sarà a tempo indeterminato e legato alla formazione e ad un periodo di prova, massimo di sei mesi, con sgravi contributivi al 100% che andranno restituiti nel caso in cui il lavoratore non venga poi assunto ma che si cumulano agli altri già a disposizione delle aziende. Rivolto in particolare ai settori del commercio e del turismo dovrebbe invece arrivare un esonero contributivo al 100% per i dipendenti che vengono riconfermati dopo il blocco dei licenziamenti e la fine della cassa Covid ad ottobre. Una norma che punta a mantenere i livelli occupazionali.
Il decreto potrebbe approdare in Consiglio dei ministri già lunedì, in concomitanza con le riaperture, ma i tempi non sono ancora certi. Il governo punta comunque a chiudere entro la settimana anche il dl semplificazioni, atteso nella tabella di marcia del Recovery proprio entro il 20 maggio.
