Roma, 28 marzo 2022 – Presentato venerdì scorso alla Sapienza di Roma il primo quaderno realizzato dall’Osservatorio Placido Rizzotto della Flai-CGIL, intitolato “Geografia del Caporalato”. Il lavoro costruisce una mappa del fenomeno nel nostro territorio, sfatando in qualche modo il mito che vede le regioni del Mezzogiorno luogo di sfruttamento per eccellenza. Come emerge dallo studio, realizzato incrociando in maniera rigorosa e scientifica interviste on-line raccolte dai sindacalisti della Flai con le singole operazioni di polizia giudiziaria, le denunce dei lavoratori e degli Enti del terzo settore, su 405 località dove lo sfruttamento del lavoro nei campi è più forte 191 sono al sud e nelle isole, mentre 129 si trovano nell’Italia settentrionale.
La Regione dove il fenomeno del caporalato è più evidente è la Sicilia, con 53 aree segnalate, seguita a breve distanza dal Veneto, con 44, poi Puglia con 41, Lazio e Calabria con 39, Emilia con 38, fino a Piemonte e Lombardia con circa 20 aree. “Sfruttamento, caporalato, lavoro irregolare e mancata applicazione dei contratti sono andati assumendo confini geografici sempre più ampi nel nostro Paese, annidandosi anche in comparti caratterizzati da produzioni di eccellenza con alto margine di profitto e coinvolgendo un numero crescente di lavoratori italiani e stranieri” spiega il Segretario generale della Flai Giovanni Mininni.
Secondo il Prefetto di Reggio Emilia Iolanda Rolli, in passato Commissario straordinario a Manfredonia con l’incarico della lotta al sommerso, “dietro al caporalato c’è criminalità e mafia, il caporalato è una lavatrice di soldi. Negli ultimi anni sono state portate alle luce situazioni problematiche che confermano come nel settore agricolo italiano lo sfruttamento sia radicato e strutturato e colpisca soprattutto i lavoratori stranieri, che versano in condizioni di vulnerabilità sociale, costretti a spostarsi tra i diversi ghetti italiani, privi di diritti e isolati dalla società”. Per contrastare questo fenomeno, a parere del Prefetto, “è necessario mettere a sistema tutte le azioni, partendo dalla conoscenza campo per campo, ghetto per ghetto”.
Anche per questo la Flai ha deciso di mettere a disposizione delle Istituzioni e della collettività i risultati delle proprie ricerche. “Il lavoro di condivisione delle informazioni è basilare per contrastare il fenomeno, ma – afferma Mininni – dobbiamo constatare non senza rammarico che a distanza di cinque anni dall’entrata in vigore della legge 199 lo Stato non è riuscito ancora a fare rete tra le banche dati dell’Ispettorato nazionale del lavoro, dell’INPS, di Agea, come previsto dalla legge. Una lacuna grave da parte delle Istituzioni, spesso prigioniere di burocrazie troppo farraginose, che non permettono di trovare la giusta modalità per mettere in campo un’azione veloce ed efficace, mentre la criminalità si muove e prospera con enorme rapidità. Fondamentale non abbassare la guardia, specialmente in questa difficile congiuntura economica, perché quest’ultima non diventi ulteriore elemento di giustificazione per perpetrare illeciti e sfruttare i lavoratori”.
