Roma, 4 marzo 2022 – Si è insediato oggi il Tavolo che lavorerà al Piano nazionale di contrasto al fenomeno del lavoro sommerso, la cui elaborazione è prevista entro il 15 ottobre 2022 e che verrà attuato entro la fine dell’anno. Ad annunciarlo, il Ministero del Lavoro in una nota.
“Quando si parla di lavoro sommerso in realtà si affrontano una serie di situazioni interconnesse fra loro, che spesso coesistono e si sovrappongono: dai lavoratori in condizione di clandestinità, al caporalato, alla mancata dichiarazione delle effettive ore di lavoro, al ricorso fraudolento al lavoro autonomo, fino alla pretesa di restituzione di parte del compenso”, ha dichiarato il Ministro del Lavoro e delle Politiche Sociali Andrea Orlando, presente oggi al primo incontro del Tavolo.
“Il fenomeno presenta diverse caratteristiche a seconda dei comparti coinvolti – ha aggiunto il Ministro – tanto per le tipologie di impiego, quanto per i territori geografici interessati. Il denominatore comune resta la violazione totale o parziale della normativa in ambito lavoro, sicurezza e fiscalità”.
Il Piano rientra negli interventi previsti dal PNRR e delineerà strategie e azioni attuabili dai lavoratori costretti a lavorare in condizioni di lavoro irregolare e che favoriranno la collaborazione con le parti sociali.
“Al lavoro de tavolo si affiancherà costantemente un confronto con le parti sociali che riteniamo prezioso e che rappresenta – ha concluso Orlando – attraverso il dialogo sociale un ruolo di rilievo per raggiungere gli obiettivi che la Commissione Europea si è posta in termini di lotta al lavoro sommerso e sarà di grande aiuto per le attività di questo Tavolo tecnico.
Contrastare il lavoro nero in tutte le sue forme è un’assoluta priorità, perché le conseguenze si ripercuotono nell’immediato sulla salute e sicurezza dei lavoratori, ma anche nel futuro, ponendoli spesso in una condizione di povertà in termini previdenziali”.
