Le denunce di infortunio sul lavoro presentate all’Istituto tra gennaio e maggio sono state 219.262 (+5,7% rispetto allo stesso periodo del 2020), 434 delle quali con esito mortale (+0,5%). In aumento le patologie di origine professionale denunciate, che sono state 23.921 (+43,4%). I dati mensili sono fortemente influenzati dall’emergenza Coronavirus.
Roma, 30 giugno 2021 – Nella sezione “Open data” del sito Inail sono disponibili i dati analitici delle denunce di infortunio – nel complesso e con esito mortale – e di malattia professionale presentate all’Istituto entro il mese di maggio. Nella stessa sezione sono pubblicate anche le tabelle del “modello di lettura” con i confronti “di mese” (maggio 2020 vs maggio 2021) e “di periodo” (gennaio-maggio 2020 vs gennaio-maggio 2021).
Gli open data pubblicati sono provvisori e il loro confronto richiede cautele, in particolare rispetto all’andamento degli infortuni con esito mortale, soggetti all’effetto distorsivo di “punte occasionali” e dei tempi di trattazione delle pratiche. Per quantificare il fenomeno, comprensivo anche dei casi accertati positivamente dall’Inail, sarà quindi necessario attendere il consolidamento dei dati dell’intero 2021, con la conclusione dell’iter amministrativo e sanitario relativo a ogni denuncia.
Nel numero complessivo degli infortuni sono comprese anche le comunicazioni obbligatorie, effettuate ai soli fini statistici e informativi da tutti i datori di lavoro e i loro intermediari, compresi i datori di lavoro privati di lavoratori assicurati presso altri enti o con polizze private, degli infortuni che comportano un’assenza dal lavoro di almeno un giorno, escluso quello dell’evento.
Il confronto tra i primi cinque mesi del 2020 e del 2021 richiede molta prudenza ed è da ritenersi poco significativo a causa della pandemia che nel 2020 ha provocato, soprattutto per gli infortuni mortali, una manifesta “tardività” nella denuncia, anomala ma rilevantissima, generalizzata in tutti i mesi, ma amplificata soprattutto a marzo 2020, mese di inizio pandemia, che ne inficia la comparazione con i primi mesi del 2021.
Gli open data mensili per il periodo gennaio-maggio 2020 non quantificano, infatti, un rilevante numero di “tardive” denunce (in particolare mortali) da contagio da Covid-19, che sono state acquisite dall’Istituto solo dopo il 31 maggio dello scorso anno, data la circostanza non sempre chiara, emersa soprattutto agli inizi della pandemia e prima dell’emanazione delle circolari Inail del 3 aprile 2020 n. 13 e del 20 maggio 2020 n. 22, di ricondurre la natura dei contagi da nuovo Coronavirus a infortunio sul lavoro (in quanto la causa virulenta è equiparata alla causa violenta) e non a malattia professionale.
Per una quantificazione più consolidata dei dati infortunistici del 2020 si rimanda pertanto alla Relazione annuale del Presidente dell’Inail del prossimo 19 luglio, corredata anche da un’appendice statistica, in occasione della quale saranno presentati tutti i dati annuali con cadenza semestrale, aggiornati al 30 aprile 2021.
Ciò premesso, nel periodo gennaio-maggio di quest’anno si registra, rispetto all’analogo periodo del 2020, un aumento delle denunce di infortunio in complesso, una sostanziale parità di quelli mortali e una risalita delle malattie professionali.
DENUNCE DI INFORTUNIO
Le denunce di infortunio sul lavoro presentate all’Inail entro lo scorso mese di maggio sono state 219.262, in aumento di quasi 12mila casi (+5,7%) rispetto alle 207.472 dei primi cinque mesi del 2020. L’aumento del 5,7% dell’intero periodo è la sintesi di un calo delle denunce osservato nel primo trimestre gennaio-marzo (-9%) e di un aumento nel bimestre aprile-maggio (+44%), nel confronto tra i due anni.
I dati rilevati al 31 maggio di ciascun anno evidenziano nei primi cinque mesi del 2021 un aumento a livello nazionale del 10%, da 22.717 a 24.982 casi, degli infortuni in itinere, occorsi cioè nel tragitto di andata e ritorno tra l’abitazione e il posto di lavoro (complice il massiccio ricorso allo smart working nello scorso anno, a partire dal mese di marzo), e un incremento del 5,2%, da 184.755 a 194.280 denunce, di quelli avvenuti in occasione di lavoro, che sono calati dell’8% nel primo trimestre di quest’anno e aumentati del 37% nel bimestre aprile-maggio. Il numero degli infortuni sul lavoro denunciati è aumentato del 4,4% nella gestione Industria e servizi (dai 174.845 casi del 2020 ai 182.561 del 2021), dell’8,0% in Agricoltura (da 9.672 a 10.447) e del 14,4% nel Conto Stato (da 22.955 a 26.254).
Si osservano incrementi generalizzati in quasi tutti i settori produttivi tranne, in particolare, in quello della “Sanità e assistenza sociale”, che nei primi cinque mesi di quest’anno presenta una diminuzione del 36% (sintesi di un +163% del primo bimestre e di un -71% del periodo marzo-maggio) degli infortuni avvenuti in occasione di lavoro rispetto al pari periodo del 2020, pur distinguendosi ancora per numerosità di eventi, e nel settore dell’alloggio e ristorazione (-22,4%).
Dall’analisi territoriale emerge una diminuzione delle denunce soltanto nel Nord-Ovest (-9,5%), al contrario delle Isole (+17,3%), del Sud (+15,1%), del Centro (+14,3%) e del Nord-Est (+12,5%). Tra le regioni si registrano decrementi percentuali solo in Valle d’Aosta, Provincia autonoma di Trento, Piemonte e Lombardia, mentre gli incrementi percentuali più consistenti sono quelli di Basilicata, Molise e Campania.
L’aumento che emerge dal confronto dei primi cinque mesi del 2020 e del 2021 è legato alla sola componente maschile, che registra un +15,0% (da 117.868 a 135.498 denunce), mentre quella femminile presenta un decremento del 6,5% (da 89.604 a 83.764). L’incremento ha interessato i lavoratori italiani (+5,0%) e quelli extracomunitari (+12,6%), al contrario dei comunitari (-1,0%). Dall’analisi per classi di età emergono cali solo tra i 15-19enni (-25,7%) e tra i 45-49enni (-1,5%), con incrementi per la fascia tra i 20 e i 44 anni (+10,9%) e tra gli over 50 (+3,0%).
CASI MORTALI
Le denunce di infortunio sul lavoro con esito mortale presentate all’Istituto entro il mese di maggio sono state 434, due in più rispetto alle 432 registrate nei primi cinque mesi del 2020 (+0,5%). Il confronto tra il 2020 e il 2021, come detto, richiede però cautela, in quanto i dati delle denunce mortali degli open data mensili, più di quelli delle denunce in complesso, sono provvisori e influenzati fortemente dalla pandemia, con il risultato di non conteggiare un rilevante numero di “tardive” denunce mortali da contagio da Covid-19, in particolare relative al mese di marzo 2020, entrate negli archivi solo nei mesi successivi alla fotografia scattata il 31 maggio 2020. Si fa notare, inoltre, che i decessi causati dal Covid-19 avvengono dopo un periodo di tempo più o meno lungo intercorso dalla data del contagio.
Ciò premesso, a livello nazionale i dati rilevati al 31 maggio di ciascun anno evidenziano per i primi cinque mesi di quest’anno un aumento solo dei casi in itinere, passati da 68 a 72, mentre quelli avvenuti in occasione di lavoro sono stati due in meno (da 364 a 362). L’aumento ha riguardato solo le gestioni assicurative dell’Agricoltura (da 32 a 45) e del Conto Stato (da 22 a 30), mentre l’Industria e servizi segna un -5,0% (da 378 a 359 denunce). Dall’analisi territoriale emerge un aumento nel Nord-Est (da 79 a 94 casi mortali), nel Centro (da 72 a 81) e nel Sud (da 96 a 130). Il numero dei decessi, invece, è in calo nel Nord-Ovest (da 157 a 103) e nelle Isole (da 28 a 26).
L’incremento rilevato nel confronto tra i primi cinque mesi del 2020 e del 2021 è legato solo alla componente femminile, i cui casi mortali denunciati sono passati da 38 a 44, mentre quella maschile è passata da 394 a 390 casi. L’aumento riguarda solo le denunce dei lavoratori italiani (da 366 a 380), mentre calano quelle dei lavoratori comunitari (da 23 a 15) ed extracomunitari (da 43 a 39). Dall’analisi per classi di età si segnalano gli incrementi per la classe 40-54 anni (+26 decessi, da 137 a 163) e i decrementi in quella 55-64 anni (-18 decessi, da 179 a 161 casi).
DENUNCE DI MALATTIA PROFESSIONALE
Le denunce di malattia professionale protocollate dall’Inail nei primi cinque mesi del 2021 sono state 23.921, 7.237 in più rispetto allo stesso periodo del 2020 (+43,4%), sintesi di un calo del 26% nel periodo gennaio-febbraio e di un aumento del 161% in quello di marzo-maggio, nel confronto tra i due anni. Le patologie denunciate tornano quindi ad aumentare, dopo un 2020 condizionato fortemente dalla pandemia, con denunce in costante decremento nel confronto con l’anno precedente.
L’incremento ha interessato le tre gestioni Industria e servizi (+41,9%, da 13.814 a 19.605 casi), Agricoltura (+52,4%, da 2.679 a 4.082) e Conto Stato (+22,5%, da 191 a 234) e tutte le aree territoriali del Paese: Nord-Ovest (+28,1%), Nord-Est (+57,4%), Centro (+47,6%), Sud (+49,4%) e Isole (+11,5%).
In ottica di genere si rilevano 5.259 denunce di malattia professionale in più per i lavoratori, da 12.229 a 17.488 (+43,0%), e 1.978 in più per le lavoratrici, da 4.455 a 6.433 (+44,4%). In aumento sia le denunce dei lavoratori italiani, che sono passate da 15.512 a 22.172 (+42,9%), sia quelle dei comunitari, da 403 a 569 (+41,2%), e degli extracomunitari, da 769 a 1.180 (+53,4%).
Le patologie del sistema osteo-muscolare e del tessuto connettivo, del sistema nervoso e dell’orecchio continuano a rappresentare, anche nei primi cinque mesi del 2021, le prime tre malattie professionali denunciate, seguite da quelle del sistema respiratorio e dai tumori.
