Roma, 30 luglio 2021 – Aumentano gli infortuni sul lavoro dell’8,9%. È il dato preoccupante che emerge dall’ultima rilevazione INAIL pubblicata in data odierna. Infatti, secondo l’Open Data INAIL, le denunce di infortunio sul lavoro presentate all’Istituto entro lo scorso mese di giugno sono state 266.804, quasi 22mila in più rispetto alle 244.896 dei primi sei mesi del 2020. Inoltre, dagli stessi dati si evidenzia che nei primi sei mesi del 2021 si è verificato un aumento a livello nazionale degli infortuni in itinere – occorsi cioè nel tragitto di andata e ritorno tra l’abitazione e il posto di lavoro (+17,9%, sono passati da 27.201 a 32.065 casi) – che erano diminuiti del 33% nel primo bimestre di quest’anno e che sono poi aumentati del 90% nel periodo marzo-giugno (complice il massiccio ricorso allo smart working nello scorso anno, a partire proprio dal mese di marzo).
Inoltre, il numero degli infortuni sul lavoro denunciati è aumentato del 6,7% nella gestione Industria e servizi (dai 209.118 casi del 2020 si è passati ai 223.162 del 2021), del 7,3% in Agricoltura (da 12.068 a 12.950) e del 29,4% nel Conto Stato (da 23.710 a 30.692). Da una lettura più approfondita, si osserva che vi è stato un incremento generalizzato in quasi tutti i settori produttivi, tranne in quello della “Sanità e assistenza sociale”, che nei primi sei mesi di quest’anno ha presenta una diminuzione del 35,8% degli infortuni avvenuti in occasione di lavoro rispetto al pari periodo del 2020 (nel primo bimestre dell’anno scorso nel settore erano aumentati addirittura del +163%), pur distinguendosi ancora per numerosità di eventi.
Dall’analisi territoriale emerge una diminuzione delle denunce soltanto nel Nord-Ovest (-5,5%), al contrario delle Isole (+19,0%), del Sud (+17,0%), del Centro (+17,0%) e del Nord-Est (+15,6%). Tra le regioni si registrano decrementi percentuali solo in Valle d’Aosta, Piemonte, Provincia autonoma di Trento e Lombardia, mentre gli incrementi percentuali più consistenti sono quelli di Basilicata, Molise e Campania. L’aumento che emerge dal confronto dei primi semestri del 2020 e del 2021 è legato alla sola componente maschile, che registra un +17,6% (da 142.774 a 167.852 denunce), mentre quella femminile presenta un decremento del -3,1% (da 102.122 a 98.952).
Per quanto riguarda invece le denunce di infortunio sul lavoro con esito mortale presentate all’Istituto entro il mese di giugno, queste sono state 538, ovvero 32 in meno rispetto alle 570 registrate nei primi sei mesi del 2020 (-5,6%). Il confronto tra il 2020 e il 2021, richiede però cautela in quanto i dati delle denunce mortali degli open data mensili, più di quelli delle denunce in complesso, sono provvisori e influenzati fortemente dalla pandemia da Covid-19.
Al 30 giugno di quest’anno risultano nove incidenti plurimi avvenuti nel primo semestre, per un totale di 23 decessi, 15 dei quali stradali (due vittime in provincia di Bari e due in quella di Torino a marzo, quattro in provincia di Ragusa ad aprile, sette in provincia di Piacenza a giugno). Due lavoratori hanno perso la vita a seguito di un crollo di un fabbricato in provincia dell’Aquila a marzo, due a causa di inalazione di vapori tossici in provincia di Pavia a maggio, due per esplosione/incendio di un capannone in provincia di Perugia a maggio, altri due, infine, per soffocamento durante la pulizia di una cisterna in provincia di Cuneo a giugno. Lo scorso anno, invece, gli incidenti plurimi registrati tra gennaio e giugno erano stati quattro, con otto casi mortali denunciati.
Infine, per quanto concerne le denunce di malattia professionale protocollate dall’INAIL, queste sono state 28.855, ovvero 8.518 in più rispetto allo stesso periodo del 2020 (+41,9%).
Le patologie denunciate tornano quindi ad aumentare, dopo un 2020 condizionato fortemente dalla pandemia con denunce in costante decremento nel confronto con gli anni precedenti. I vari stop e ripartenze alle attività produttive hanno, infatti, ridotto nel 2020 l’esposizione al rischio di contrarre malattie professionali. Allo stesso tempo lo stato di emergenza, le limitazioni alla circolazione e gli accessi controllati a strutture sanitarie di vario genere hanno disincentivato e reso più difficoltoso al lavoratore la presentazione di eventuali denunce di malattia durante tutto l’anno, rimandandola al 2021.
L’incremento ha interessato le tre gestioni Industria e servizi (+42,1%, da 16.676 a 23.704 casi), Agricoltura (+42,0%, da 3.442 a 4.887) e Conto Stato (+20,5%, da 219 a 264) e tutte le aree territoriali del Paese: Nord-Ovest (+31,8%), Nord-Est (+50,7%), Centro (+48,2%), Sud (+46,5%) e Isole (+8,5%). In ottica di genere si rilevano 6.119 denunce di malattia professionale in più per i lavoratori, da 14.919 a 21.038 (+41,0%), e 2.399 in più per le lavoratrici, da 5.418 a 7.817 (+44,3%). In aumento sia le denunce dei lavoratori italiani, che sono passate da 18.910 a 26.734 (+41,4%), sia quelle dei comunitari, da 478 a 676 (+41,4%), e degli extracomunitari, da 949 a 1.445 (+52,3%).
Le patologie del sistema osteo-muscolare e del tessuto connettivo, del sistema nervoso e dell’orecchio continuano a rappresentare, anche nel primo semestre del 2021, le prime tre malattie professionali denunciate, seguite da quelle del sistema respiratorio e dai tumori.
