Roma, 24 maggio 2022 – I risultati economici e finanziari 2020 dell’Istituto nazionale assicurazione infortuni sul lavoro (INAIL) sono di segno positivo, con un avanzo finanziario di 1,57 miliardi di euro, un risultato economico di 1,45 miliardi e un patrimonio netto di 9,72 miliardi, in crescita di 1,5 miliardi sul 2019. Il saldo attuariale si attesta a quota 4,59 miliardi, a fronte dei 3,07 del 2019. È quanto emerge dalla relazione nella quale la Sezione controllo enti della Corte dei conti ha analizzato la gestione 2020 dell’INAIL.
Malgrado la crisi pandemica – ha osservato la Corte – le entrate contributive (8,04 miliardi su un totale di 10,83) non si sono ridotte rispetto alle stime iniziali, già influenzate dagli effetti del sistema tariffario introdotto dalla Legge di Bilancio 2019. Questo per l’incidenza dei meccanismi di corresponsione del premio assicurativo, che evidenziano, con un anno di differenza, l’andamento dell’economia sulla base della crescita o diminuzione dell’occupazione.
Nella relazione la Corte ha raccomandato il monitoraggio costante sull’andamento delle entrate contributive, per l’adozione di eventuali misure correttive, in un quadro che contempli fattori quali la normativa emergenziale e l’evoluzione del quadro economico. Diminuisce, nel 2020, il rapporto tra le aziende irregolari e quelle ispezionate (pari, comunque, all’86,57%) e aumentano i premi omessi, di circa 91 milioni di euro (sugli 85,5 milioni del 2019).
Pur considerando le difficoltà operative legate tanto alla riorganizzazione dell’attività di vigilanza, in virtù dall’istituzione, nel 2015, dell’Ispettorato Nazionale del Lavoro, quanto alla pandemia, la Corte ha suggerito di rafforzare l’attività ispettiva che, nel 2020, vede ridursi il numero delle aziende ispezionate (7.486) a fronte di quelle assicurate (3.211.744).
La magistratura contabile ha, infine, dato atto all’ente dei risultati raggiunti nell’attività di contrasto al contagio pandemico, condotta dall’Istituto quale soggetto attuatore di interventi di protezione civile e di validazione straordinaria dei dispositivi di protezione individuale.
