30 agosto 2019 – Duro attacco, riportato da fonte ANSA, da parte dell’ANIEF (Associazione Nazionale Insegnanti e Formatori) dopo la pubblicazione in Gazzetta Ufficiale del decreto legislativo recante “Norme per la promozione dell’inclusione scolastica degli studenti con disabilità”.Il documento, chiamato a contenere diversi punti di svolta per la riforma scolastica in materia di disabilità, che entrerà in vigore il 12 settembre, sembra già disattendere le aspettative dei soggetti coinvolti.
I punti chiave della riforma (leggi nostro approfondimento), come sottolineato dall‘ANIEF, risultano deludenti. Seguendo le parole del Presidente, Marcello Pacifico: “Appena si tornerà in classe, purtroppo, moltissimi genitori e insegnanti scopriranno che le ore assegnate agli alunni disabili sono meno rispetto a quelle indicate. Per questo, il nostro sindacato si opporrà presso gli Usr e chiederà al Tar il commissariamento di quelli che non hanno fatto rispettare i diritti degli allievi più bisognosi di attenzione”.
Un altro punto di rottura con le promesse del Governo, riguarda l’esclusione delle famiglie dal PEI (Piano Educativo Individualizzato). La norma antecedente il decreto 66, infatti, nello specificare i documenti da predisporre per la redazione del PEI, indicava che gli stessi devono essere elaborati “congiuntamente” dagli attori coinvolti: docenti della classe, famiglia, equipe multidisciplinare dell’ASL. Il decreto riformato mantiene l’opzione “approvazione”, introdotta dal decreto 66, ma elimina l’elaborazione congiunta del piano, affidando a un’alzata di mano la decisione di qualsiasi scelta inserita nel PEI e penalizzando, di conseguenza, il potere decisionale dei familiari dello studente.
Inoltre, la situazione governativa attuale ha cancellato la maggioranza politica che ha approvato le intese contenute del decreto, facendo slittare al post formazione del nuovo esecutivo l’inizio dell’iter per delle eventuali modifiche al testo.
