Roma, 28 aprile – In occasione della Giornata mondiale per la salute e sicurezza sul lavoro, l’OIL ha pubblicato il Rapporto ‘Anticipate, prepare and respond to crises. Invest now in resilient OSH systems’, attraverso cui l’Organizzazione ha esaminato le modalità di prevenzione e gestione del rischio di contagio da Covid-19 nei luoghi di lavoro e degli ulteriori rischi correlati alla pandemia e alle mutevoli modalità di lavoro derivanti dalle misure di controllo del Covid-19.
Riservando l’analisi al quadro fenomenologico contenuto nel Rapporto, i numeri rendono l’idea circa l’elevata esposizione del settore sanitario al rischio di contagio: 7.000 operatori sanitari sono morti dallo scoppio della crisi sanitaria, mentre 136 milioni di operatori sanitari e sociali rischiano di contrarre il Covid-19 attraverso il lavoro.
Oltre al rischio di contagio, le pressioni e i rischi che devono affrontare gli operatori sanitari durante la pandemia hanno pesato anche sulla loro salute mentale: 1 operatore sanitario su 5 a livello globale ha segnalato sintomi di ansia e depressione. Oltrepassando i settori della Salute e dell’Assistenza, molti altri luoghi di lavoro sono stati fonte di focolai, soprattutto nelle ipotesi di luoghi chiusi e di contatto ravvicinato con i colleghi e con l’utenza.
Altro versante di analisi numerica ha riguardato lo smart working, impiegato come misura straordinaria di prevenzione del contagio e di mantenimento dell’occupazione e della produzione. Sotto il profilo di salute e sicurezza, tuttavia, è noto come tale modalità di svolgimento della prestazione lavorativa abbia offuscato i confini tra lavoro e vita privata: il Rapporto, infatti, riporta che il 65% delle imprese intervistate dall’OIL e dal G20 OSH Network ha riferito che il morale dei lavoratori è stato difficile da sostenere durante il telelavoro.
Particolarmente tragico, infine, il bilancio per il lavoro informale. Nell’economia informale, infatti, molti degli 1,6 miliardi di lavoratori, specialmente nei paesi in via di sviluppo, hanno continuato a lavorare nonostante le misure di contenimento del contagio, quali ad esempio i blocchi della produzione e le restrizioni alla circolazione e all’interazione sociale. Per questo motivo, i lavoratori informali sono stato esposti ad un rischio di contagio elevato, non avendo neppure accesso, di contraltare, agli strumenti di protezione sociale di base, come il congedo o l’indennità per malattia.
