Roma, 30 giugno 2021 – Con 4,4 miliardi entro il terzo quadrimestre partirà il programma Garanzia occupabilità dei lavoratori con la presa in carico dei disoccupati e percorsi di riqualificazione delle competenze. È uno dei punti qualificanti del Pnrr sul fronte lavoristico. Parliamo di Politiche attive del lavoro e della formazione. Si parte dall’assegno di ricollocazione, reintrodotto anche per cassintegrati e disoccupati dalla legge di Bilancio 2021 (ma non ancora operativo per queste categorie), per arrivare all’istituzione del programma nazionale Gol (Garanzia di occupabilità dei lavoratori), che prevede un sistema di presa in carico unico dei disoccupati e delle persone in transizione occupazionale (percettori di Rdc, Naspi. Cig).
Nel Pnrr si ridefiniscono gli strumenti di presa in carico dei disoccupati con politiche attive che, a partire dalla profilazione della persona, permettano la costruzione di percorsi personalizzati di riqualificazione delle competenze e di accompagnamento al lavoro. Contestualmente sarà adottato il “Piano Nazionale Nuove Competenze”, mediante la fissazione di standard di formazione censiti dai centri per l’impiego, con il rafforzamento del sistema della formazione professionale, promuovendo una rete territoriale dei servizi di istruzione, formazione, lavoro anche con partenariati pubblico-privati. Un ruolo importante lo dovranno avere le agenzie per il lavoro, attraverso una nuova e innovativa relazione tra pubblico-privato.
Per i lavoratori occupati è inoltre previsto, a valere sulle risorse di React-Eu, un miliardo per il Fondo nuove competenze, introdotto dal precedente esecutivo Conte con una dotazione di oltre 700 milioni di euro, al fine di permettere alle aziende di rimodulare l’orario di lavoro e di favorire attività di formazione sulla base di specifici accordi collettivi con le organizzazioni sindacali. Con questo strumento, individuato il fabbisogno formativo per la specifica azienda, il settore o il territorio, si assicura l’aggiornamento professionale richiesto mettendo in capo alle risorse del Fondo il costo delle ore trascorse in formazione. Restano a carico delle imprese i costi della formazione (docenti e aule), per i quali è possibile il ricorso ai Fondi interprofessionali.
Il Fondo nuove competenze può essere attivato anche per aziende che utilizzano la cassa integrazione; quando i trattamenti sono volti a far fronte a ristrutturazioni o crisi strutturali, le attività di formazione promosse sono cruciali per accompagnare processi di ricollocazione della forza lavoro. Il piano complessivo del governo destina 600 milioni, inoltre, al rafforzamento dei centri per l’impiego, proseguendo un percorso avviato con risorse nazionali, finalizzato a rinnovare la rete nazionale dei servizi per il lavoro, migliorare l’integrazione dei sistemi informativi regionali con il sistema nazionale, aumentare la prossimità ai cittadini, anche sfruttando le nuove tecnologie, e favorire l’integrazione con il sistema di istruzione e formazione anche attraverso la rete degli operatori privati.
