Roma, 22 luglio 2021 – Accesso delle persone con disabilità munite di contrassegno alle Zone a Traffico Limitato di tutti i Comuni senza dover comunicare, di volta in volta e con un preavviso di uno o due giorni, l’ingresso nelle singole aree soggette a restrizioni al transito, e quindi di evitare l’incombenza burocratica e il rischio di multe da sanare ex post. È partito il processo per realizzare la piattaforma nazionale unica per le targhe associate al contrassegno dei disabili.
La piattaforma integra così i dati relativi al Contrassegno unificato disabili europeo (Cude): il titolare di Cude avrà sempre la facoltà di modificare, in ogni momento e in modo agile, la targa associata al proprio contrassegno. In questo modo, l’esercizio del diritto alla mobilità, che appartiene alla persona con disabilità, e non alla targa, sarà sempre nella disponibilità del titolare del Cude e non subordinato all’uso di una data vettura, come più volte rivendicato anche dall’ANMIL attraverso la Commissione gravi disabilità, che negli anni passati ha dedicato grande attenzione a questo tema.
“Non è un’innovazione normativa ma nel cambiamento delle procedure – ha sottolineato il ministro delle Infrastrutture e della mobilità sostenibile Enrico Giovannini – Il ministero ha voluto e finanziato questo progetto. Il sistema informatico sarà pienamente operativo entro tre mesi e sarà molto semplice da utilizzare. La piattaforma Cude (Contrassegno Unificato Disabili Europeo) è un passo avanti importante per semplificare la vita delle persone con disabilità attraverso al tecnologia.”. Soddisfatta la ministra per le Disabilità Erika Stefani: “C’era molta attesa per questo strumento e stiamo dando una risposta per rendere effettivo il diritto alla mobilità. Il vero modo per affrontare la disabilità non sta nelle leggi speciali ma nel fare in modo che l’attuale impianto normativo consenta a tutti di esserci. Il Paese oggi fa un grande passo in avanti. Si fa in modo che il contrassegno sia della persona con disabilità, non della macchina”. La ministra ha espresso quindi “un grazie a nome delle tante persone disabili e delle famiglie, che da oggi avranno minor disagio, rispetto alle tante complicazioni che quotidianamente si trovano ad affrontare”.
Il sindaco di Reggio Emilia Luca Vecchi nella veste di delegato Anci ha sottolineato che quella di oggi ‘”è una bella giornata per il Paese perché dietro queste innovazioni c’è una scelta di civiltà: Possiamo dire che abbattiamo un’altra barriera e quando succede la democrazia fa dei passi avanti sui diritti delle persone. I comuni italiani salutano questa innovazione con piacere, sapendo di essere protagonisti perché la gestione delle ztl parte dalle città”.
