Roma, 25 maggio 2022 – “Una società può definirsi realmente democratica se garantisce a tutti pieni ed eguali diritti e dignità, senza lasciare nessuno indietro. Ciò vale in modo particolare con riferimento alle persone con disabilità che sono una parte molto significativa della nostra società. E sono tra le persone che hanno maggiormente sofferto gli effetti della pandemia”. Così il Presidente della Camera Roberto Fico, intervenendo al Convegno ‘Barriere culturali e architettoniche – abbatterle con un sorriso’, promosso dal Vicepresidente della Camera Andrea Mandelli e tenutosi ieri a Montecitorio.
“Esistono ancora molte barriere di ordine culturale, economico e sociale, oltre che fisico, che impediscono ai disabili di vivere una vita dignitosa, autonoma e attiva, limitando in modo grave e sistematico la loro libertà e la fruizione dei diritti fondamentali. Considerata l’attenzione che questo incontro riserva al tema delle barriere architettoniche, mi limito a citare un dato che mi ha molto impressionato: solamente una scuola su 3 risulta accessibile per gli alunni con disabilità motoria. Nel Mezzogiorno le scuole prive di queste barriere sono appena il 27% ed in Campania il 21%. È compito primario delle Istituzioni rimuovere tutti gli ostacoli alla piena inclusione e adottare misure per promuoverla ed agevolarla”, rimarca Fico. Certamente negli ultimi anni sono stati fatti passi significativi in questa direzione”, aggiunge il Presidente della Camera ricordando alcune delle misure più significative. “Interventi e risorse per la disabilità – sottolinea – sono poi previste dal Piano nazionale per la ripresa e la resilienza. Si tratta, secondo stime, di oltre 6 miliardi di euro che finanziano, tra le altre cose, misure per migliorare l’accessibilità ai trasporti e per abbattere le barriere architettoniche negli uffici pubblici; e ancora, misure volte a potenziare l’assistenza domiciliare e la telemedicina ponendo in tal modo rimedio alle inaccettabili lacune emerse dalla pandemia. Ci attende ora un passaggio decisivo, l’attuazione della legge delega in materia di disabilità, approvata nello scorso dicembre, che costituisce una delle riforme previste proprio dal PNRR”.
Al temine del Convegno è stato proiettato il film “Corro da te”, commedia del regista Riccardo Milani che parla di amore e disabilità. “Il cinema è straordinario perché dà una chiave di lettura diversa del tema della disabilità. Il cinema offre la possibilità di immedesimarsi in situazioni di difficoltà quotidiana, momenti di disperazione ma anche in quelli di progettualità e di energia. Vedere che anche il cinema si sta occupando di questi temi vuol dire che veramente sta cambiando qualcosa. Ovvio che le persone con disabilità, le loro famiglie, le associazioni diranno c’è molto da fare e che siamo quasi all’anno zero. In realtà molto si sta facendo” ha dichiarato il Ministro della Disabilità Erika Stefani, intervenuta al Convegno. “Il mondo delle disabilità – ha sottolineato nel suo discorso Stefani – è straordinario, mette sotto pressione il sistema: se c’è una falla in esso, lo raccoglie subito. Allo stesso tempo, se il sistema dà la possibilità alla persona con disabilità, lo sta facendo per tutti. Perciò dobbiamo progettare in maniera inclusiva, pensando alle nostre iniziative affinché siano per tutti: dobbiamo pensare al futuro e a un giorno, magari, in cui non ci sarà bisogno di un ministro per le Disabilità, perché sarà normale che sia così”.
