Gli obiettivi UE sulla formazione professionale entro il 2025 a cura dell'Ufficio Salute e Sicurezza

Roma, 16 dicembre 2020 – In data 2 dicembre 2020, è stata pubblicata in Gazzetta UE la raccomandazione del Consiglio sull’istruzione e la formazione professionale. In particolare, gli Stati membri sono chiamati ad adoperarsi affinché giovani e adulti acquisiscano le competenze necessarie per «prosperare nel mercato del lavoro» come «volano» per la ripresa e la transizione verso l’economia verde e digitale. I sistemi di istruzione e formazione, inoltre, devono perseguire l’inclusività e le pari opportunità.
Sono stati posti obiettivi concreti da raggiungere entro il 2025:

  • la percentuale dei diplomati occupati deve raggiungere almeno l’82%;
  • il 60% dei neodiplomati (persone di età tra i 20 e i 34 anni entro 3 anni dal diploma) deve beneficiare dell’apprendimento basato sul lavoro durante l’istruzione e formazione professionale, anche mediante l’impiego del programma Garanzia Giovani;
  • l’8% dei discenti deve beneficiare della mobilità per l’apprendimento all’estero.

La formazione dovrà mirare alla acquisizione di competenze professionali combinate a quelle digitali, trasversali e verdi, mediante curricula formativi costantemente aggiornati. Le forme di apprendimento – anche quelle non formali o informali – dovranno essere in presenza, ma anche digitali o miste, attraverso percorsi flessibili e personalizzati. Pertanto, sarà necessario un percorso di digitalizzazione delle infrastrutture formative e delle competenze dei docenti.
Inoltre, i sistemi di formazione dovranno mirare il più possibile al conseguimento di una qualifica completa mediante sistemi di convalida, ma anche alla maggiore cooperazione con le imprese e i luoghi di lavoro allo scopo di fornire una formazione pratica e professionalizzante.
Il Consiglio evidenzia che i centri di eccellenza per l’istruzione e la formazione rappresentano dei veri e propri cluster e incubatori di impresa e innovazione per le start-up e le PMI, offrendo altresì la riqualificazione dei lavoratori in esubero.
Inoltre, riguardo il contenuto della formazione, essa dovrà integrare nei programmi i criteri di sostenibilità sociale e ambientale, contribuendo attivamente agli obiettivi di sviluppo sostenibile delle Nazioni Unite.
Il Consiglio, in aggiunta, sollecita l’inclusività dei gruppi di persone particolarmente vulnerabili, come le persone con disabilità e le persone poco qualificate e con una situazione socioeconomica svantaggiata, scardinando altresì gli stereotipi di genere nel mondo professionale e lavorativo.
In ambito di implementazione, gli Stati membri sono chiamati a promuovere partenariati pubblico-privati a livello regionale e settoriale. Al riguardo, sono espressamente richiamati tra gli stakeholders: parti sociali, portatori d’interessi, imprese, servizi per l’impiego pubblici e privati, docenti e formatori, organismi intermediari (es. camere di commercio, organizzazioni professionali, ecc.), coordinatori nazionali delle iniziative europee come Garanzia Giovani e autorità pubbliche a tutti i livelli.
