Reinserimento lavorativo degli infortunati e attenzione alle realtà territoriali sono gli obiettivi dal 2020 in poi.
L’ho incontrato all’ANMIL nelle ultime ore dell’anno che si è appena concluso e gli ho parlato al telefono nelle prime ore di quello che è appena incominciato. Il Presidente Zoello Forni vive a tempo pieno l’Associazione, di cui ha accettato la guida a metà del maggio scorso. Neppure otto mesi nei quali ha messo la sua esperienza di vittima del lavoro al servizio di coloro che, come lui, hanno dovuto fare i conti con una vita divisa a metà, fra il prima e il dopo l’incidente. “Ho fatto tutto quello che ho potuto e proseguirò ad impegnarmi – mi ha detto con la modestia e la fermezza che lo contraddistinguono – perché l’ANMIL continui a crescere e a moltiplicare l’attenzione per tutti coloro che ne hanno bisogno”. Per questo, giorno dopo giorno, non esita a partire dalla sua Modena per raggiungere Roma e le realtà territoriali dove c’è necessità di intervenire, a cominciare dalla Sardegna, dove si recherà la settimana prossima. A fine marzo si terrà il Congresso per il rinnovo degli organi dirigenti dell’Associazione, ma non c’è dubbio che, fino a quella data, lui correrà in su e in giù per l’Italia per garantire a tutti gli iscritti, e non solo, la sua vicinanza. Sì, perché l’impegno civile dell’ANMIL è quello di allargare, via via, la platea degli assistiti anche a coloro che non sono rimasti vittime del lavoro, ma che si portano addosso i segni di una invalidità. Bilanci e prospettive sono dunque i temi di questa intervista di Capodanno al Presidente Forni, con il quale vogliamo inaugurare il nostro Blog, edizione 2020.
– Come commenta gli ultimi dati diffusi dall’INAIL sugli incidenti sul lavoro?
Complessivamente nel 2019 le denunce infortunistiche sono stazionarie rispetto al 2018, ma c’è un sensibile aumento tra il 2 e il 3% delle segnalazioni di malattie professionali. I casi mortali sono un po’ calati, ma dobbiamo tenere conto che nel 2018 abbiamo avuto due eventi eccezionali, come il crollo del Ponte Morandi a Genova e un grave incidente, in provincia di Foggia, in cui sono morti 12 braccianti extracomunitari che viaggiavano a bordo di un furgone. Un brutto segnale, in ogni caso, è dato dall’aumento degli incidenti mortali all’interno dei luoghi di lavoro che aumentano di quasi l’1%.
– Durante il periodo della sua presidenza che cosa le ha dato maggiore soddisfazione?
Sicuramente la 69ª Giornata nazionale dell’ANMIL, celebrata a Palermo la seconda domenica dello scorso ottobre. È stato un momento importante, in cui mi sono sentito bene. È stato un evento bello con tanta partecipazione.
– E qual è il nodo irrisolto che la preoccupa di più?
Il fatto che il Ministero del Lavoro non rispetti l’erogazione dei finanziamenti che spettano all’ANMIL per garantire l’attività del Patronato con i suoi 250 dipendenti. In assenza di spiegazioni, l’antivigilia di Natale abbiamo scritto una lettera al Presidente della Repubblica, Sergio Mattarella, per chiedere un suo intervento che sblocchi la situazione, che sta diventando insostenibile senza un meccanismo di finanziamenti chiaro che consenta di programmare le nostre attività. In occasione del Consiglio Nazionale dell’ANMIL, che si è tenuto nel dicembre scorso, la Sottosegretaria al Lavoro, Francesca Puglisi si era impegnata ad aprire un tavolo di confronto, ma siamo ancora fermi al rimpallo delle responsabilità.
– In vista del Congresso del marzo prossimo, se dovesse fare una raccomandazione al suo successore, quale suggerimento gli darebbe?
Le priorità dell’Associazione anche in futuro saranno sicuramente legate alle politiche del lavoro. Quest’anno ci siamo impegnati in Lombardia, Veneto e Toscana per dare la possibilità agli invalidi, e soprattutto a quelli iscritti nelle liste di collocamento mirato, di rimettersi in gioco nelle attività lavorative. E adesso ci stiamo attrezzando per partire anche in Emilia Romagna. I primi dati di questi pochi mesi sono incoraggianti e quindi auspico che, anche nei prossimi cinque anni, i nuovi quadri dirigenti si impegnino a fondo nelle politiche sui territori.
– Con il nuovo Governo è stato costituito un Tavolo istituzionale per la prevenzione e la tutela dei lavoratori. È soddisfatto?
Ancora non siamo stati chiamati a confrontarci a questo Tavolo, ma speriamo di essere convocati presto per poter dire la nostra opinione. Per il momento ci limitiamo a registrare l’assenza di qualsiasi iniziativa a distanza di oltre tre mesi dall’avvio del tavolo.
– Quali sono le questioni prioritarie da affrontare d’intesa con l’INAIL?
Con l’INAIL abbiamo concordato, già da alcuni anni, il progetto sulle politiche attive del lavoro per il reinserimento e l’assunzione degli invalidi, ma i fondi messi a disposizione dall’Istituto non si riescono a spendere. Anche su questo bisognerà intervenire per poter mettere a frutto una cifra consistente, grazie alla quale molte persone infortunate potranno tornare alla vita lavorativa.
– In chiusura del 2019 la RAI ha assegnato all’ANMIL la cifra destinata agli omaggi natalizi. Come commenta questo riconoscimento da parte dell’Azienda dell’informazione di servizio pubblico?
Ripeto qui quello che ho detto al Presidente della RAI, Marcello Foa, quando mi ha consegnato l’assegno che l’anno precedente era stato invece destinato alle famiglie delle vittime del Ponte Morandi di Genova. La nostra Associazione è profondamente grata alla RAI per un gesto che conferma la sensibilità dell’Azienda verso il tema degli infortuni e della sicurezza sul lavoro e grazie a questo riconoscimento l’ANMIL si impegnerà sempre di più per la prevenzione, a cominciare dall’attività su tutto il territorio nazionale nei confronti degli studenti e delle imprese. A questo scopo è stata costituita la scuola per la preparazione dei testimonial, i nostri infortunati che stanno suscitando grande attenzione sia da parte dei ragazzi che dei lavoratori. Un apposito Protocollo è già stato sottoscritto con la Regione Marche.
– Il Presidente della Repubblica Mattarella, nel suo discorso di fine anno, ha parlato di cultura della responsabilità, dell’importanza del lavoro e del sacrificio di tutte le vittime del dovere che hanno perso la vita lasciando un vuoto nelle loro famiglie e nel Paese. Come commenta queste parole?
Il Presidente è molto sensibile alle politiche della sicurezza del lavoro e questo lo ha dimostrato anche nelle parole che ha inviato all’ANMIL in occasione della Giornata nazionale dell’Associazione. Proprio per questo ci siamo rivolti a lui per chiedere il necessario sostegno finanziario alle attività del nostro Patronato, che non vuole essere soltanto un punto di riferimento per gli associati, ma per tutti coloro che si sono dovuti misurare nella vita con la disabilità, a cominciare dagli invalidi civili. Un’apposita convenzione è già stata sottoscritta con l’Unione Italiana dei Ciechi e degli Ipovedenti. Avendo l’ANMIL il compito di tutelare gli invalidi del lavoro, sa bene quanta attenzione e quanta assistenza debbano essere date a queste persone e alle loro famiglie. Il nostro obiettivo è quello di allargare l’attività a tutte le persone disabili, che in Italia si stima siano più di tre milioni.
– L’Associazione ha dato vita, negli ultimi tre mesi, a Radio ANMIL Network. Come considera l’attività di questo strumento di comunicazione?
Ritengo la radio il modo più diretto per comunicare a tutti le nostre problematiche. Per questo abbiamo voluto dare vita a questo progetto semestrale e considero Radio ANMIL Network uno strumento che deve sicuramente continuare la sua attività.
– Che cosa augura agli iscritti per il 2020?
Auguro che la nostra Associazione continui a crescere e che si risolvano i problemi che ho menzionato perché così tutti noi avremo la possibilità di fare sempre di più per gli invalidi e per le loro famiglie.
