La sicurezza dei lavoratori è un bene comune. Un obiettivo che va trasmesso sin dalla scuola
“Quando si parla di sicurezza, non si fa riferimento ad un costo, ma ad un investimento, che riguarda innanzitutto il bene dei lavoratori”. È un punto fermo del pensiero del Segretario Confederale della CISL, Angelo Colombini, intervenuto alla 68esima Giornata nazionale per le Vittime degli Incidenti sul Lavoro, ma con il quale l’Associazione ha rapporti da lungo tempo. Per Colombini occorre investire sui macchinari per realizzare l’industria 4.0 e la strada da percorrere è ancora lunga perché esistono aspetti che non sono stati applicati all’interno di numerose aziende. Avanti dunque con un più stretto rapporto tra imprese, sindacati e istituzioni, a cominciare dalla battaglia comune sulle malattie professionali, come l’amianto, al centro di un presidio davanti al Ministero del Lavoro. Questi alcuni passaggi dell’intervista al Segretario Confederale della CISL, che ha esordito parlando della Giornata nazionale promossa dall’ANMIL.
– Che cosa rappresenta per lei questa Giornata?
Innanzitutto è una bella giornata perché è un momento in cui le persone – che hanno subito un momento triste nella vita – si incontrano, non per discutere in modo retorico, ma per avere una prospettiva futura per loro e per le loro famiglie. Credo inoltre che tutti noi, come sindacalisti, come p
olitici e come imprenditori, dobbiamo guardare a questo momento come ad una prospettiva per gli infortunati, lanciando sempre di più investimenti nei luoghi di lavoro, sia sulla formazione che sulle nuove tecnologie. Tutto questo al fine di aiutare chi ha subito un incidente a reinserirsi nel mondo del lavoro e, prima ancora, a fare in modo che le persone non si facciano più male.
– Durante la Giornata si è parlato molto di retorica e di unità di intenti che però, sul piano pratico, non si traducono in comportamenti univoci. È d’accordo?
Bisogna innanzitutto partire da una domanda: parlare di salute e sicurezza è un costo oppure un investimento? Se è un investimento, vuol dire che tutti lavorano su questo punto, che riguarda la valorizzazione delle persone e la salvaguardia della salute e della sicurezza nei luoghi di lavoro. Se diventa un costo, allora si va solo al risparmio.
– Parliamo dei nuovi contratti. Al CNEL ne sono stati depositati circa 900. Il sindacato può fare la sua parte sul piano delle tutele per i lavoratori?
Può fare la sua parte, ma non solo il sindacato. Anche le imprese possono intervenire, garantendo sempre di più contratti che valorizzino non soltanto il dumping economico, ma anche l’aspetto della salute e della sicurezza nei luoghi di lavoro.
– Il Presidente dell’ANMIL, Franco Bettoni, ha posto in particolare l’accento sulla precarietà, collegata agli incidenti sul lavoro, che colpisce soprattutto i giovani impegnati in ambiti che sfuggono alla contrattazione ufficiale. Come intervenire per sanare queste situazioni?
Noi dobbiamo inserire tutti questi lavori – nuovi o vecchi – che non tengono conto della salute e della sicurezza, all’interno di un discorso generale. Insieme politica, sindacato e impresa devono sapere che, anche per i nuovi lavori, vanno previste le stesse garanzie.
– Vi impegnerete su questo piano?
Lavoreremo per questo scopo non solo nei prossimi mesi, ma anche nei prossimi anni. Non a caso, come sindacato, abbiamo chiesto al Ministro del Lavoro, Luigi Di Maio, di incontrarci proprio sui temi della salute e della sicurezza, a cominciare dalla questione dell’amianto, che continua a mietere vittime e su cui abbiamo organizzato un presidio proprio davanti al Ministero.
– Le leggi sono tante, alcune anche datate. Come ci si deve comportare per la loro attuazione e per apportare eventuali modifiche?
Innanzitutto bisogna che le leggi esistenti vengano riconfermate ed utilizzate. Forse alcune devono essere adeguate alla situazione attuale. La legge 81 è stata un punto di riferimento negli anni passati, lo è ancora ed è una delle norme sulla salute e la sicurezza nel mondo del lavoro più avanzate a livello mondiale. Forse, come da più parti è stato sottolineato, va adeguata rispetto alla realtà attuale, ai nuovi lavori e alle nuove opportunità.
– I giovani e la scuola. In tanti hanno partecipato alla 68esima Giornata nazionale per le Vittime degli Incidenti sul Lavoro. Quanto è importante la loro formazione e la loro presenza in occasione di eventi come questi?
Sono aspetti molto importanti perché bisogna educare i giovani ad avere un rapporto con la salute e la sicurezza, che non vanno viste soltanto come una opportunità per non farsi male, ma come un momento di corresponsabilità rispetto ai processi produttivi di cui entreranno a far parte. Intendo dire che, fin dai banchi di scuola, deve passare il concetto che occorre perseguire non solo il concetto della produttività, ma soprattutto gli obiettivi della salute e della sicurezza dei lavoratori, perché sono un bene del Paese. Diversamente il lavoro diventerà un costo per l’intera collettività. Più persone mutilate avremo, più aumenteranno le ricadute sulla sanità nazionale.
