Il giornalismo d’inchiesta a tutela della democrazia.
Report gode buona salute e non è a rischio chiusura. Lo ha confermato a Radio Anmil Sigfrido Ranucci, conduttore e responsabile della trasmissione d’inchiesta messa in discussione, in questi giorni, da una fake news che ha fatto il giro del mondo. Non c’è dubbio che le rivelazioni del programma sulla sanità italiana – dalla Lombardia alla Sardegna ai vaccini anti Covid – abbiano suscitato grande scalpore. Ma Sigfrido, che da alcuni mesi è anche vicedirettore di Rai 3, non arretra e mostra con orgoglio il vecchio logo di Milena Gabanelli da cui tutto è incominciato.
– C’è chi vorrebbe che Report sparisse dai Palinsesti della Rai. Che aria tira sulla trasmissione?
La fake ha preso il via da un sms che ha innescato una specie di catena di sant’antonio e ha raggiunto persone impensabili, dai più alti livelli della politica sino all’Australia e agli Stati Uniti, a testimonianza del fatto che ci sono italiani che ci seguono anche all’estero. In passato è successo più volte che uscissero notizie sulla chiusura di Report, una trasmissione un po’ indigesta alla politica e ai cosiddetti poteri economico finanziari. Ma la cosa antipatica di questo sms è che parlava della chiusura di Report perché sarebbe stato in carenza di ascolti. E così, dopo molte telefonate di colleghi della Rai che mi hanno manifestato affetto, ho deciso di smentire la fake perché ho avuto la sensazione che qualcuno volesse diffondere la notizia che Report fosse poco credibile o poco visto.
– Quando ti ho telefonato per chiederti di intervenire a Radio Anmil, hai detto per prima cosa che il tuo è un lavoro di squadra. Che cosa significa essere a capo di un team d’inchiesta?
Penso che l’unica arma di un giornalismo d’inchiesta sia di essere globale. Per questo sono importanti i consorzi di giornalismo investigativo, in cui è fondamentale la preparazione del singolo per poi dare un contributo anche agli altri componenti del team. Il giornalismo d’inchiesta, quello vero, alto, può incidere sulla democrazia se è fatto da un network perché uno, da solo, non può fare nulla. Report è nato da un’idea geniale di Milena Gabanelli, che ha ragionato sempre come una piccola media company con l’aiuto dei social, della televisione, della capacità di potersi muovere in qualsiasi situazione. Io stesso, in questo momento, posso andare in onda in emergenza anche dalla redazione di Report con un apparecchietto. Capita spesso, a causa del Covid, che in Rai i contagi blocchino intere squadre di produzione. L’informazione deve esistere anche nel momento difficilissimo che stiamo vivendo e che è equiparabile al dopoguerra. È facile che la criminalità ne approfitti! Mi riferisco a chi ha corrotto e a chi ha evaso le tasse in questi anni, sottraendo risorse alla sanità e quindi alle terapie intensive, ai caschi per l’ossigeno, alle cure. Ma anche all’istruzione e alle infrastrutture di cui c’è tanto bisogno. Può essere che persone come queste rientrino dalla finestra, investendo denari e comprandosi pezzi del nostro paese.
– Tu hai fatto parte della scuola del nostro ex direttore di Rainews24, Roberto Morrione. Cito l’inchiesta del 2003 sull’uranio impoverito e le morti dei militari italiani che fecero tanto scalpore. Proprio in questi giorni sono stati proclamati i vincitori della nona edizione del Premio dedicato a Roberto Morrione. Che cosa dire a questi giovani giornalisti d’inchiesta?
Di mantenere intatta la passione. Io posso solamente dire che chi ama fare giornalismo d’inchiesta oggi deve avere alcuni requisiti fondamentali, che sono quelli che ricerco sistematicamente nei miei collaboratori, senza dubbio molto più preparati di quando io stesso ho incominciato. Occorre avere la conoscenza di almeno due o tre lingue internazionali e la capacità di leggere visure camerali, catastali, bilanci. Se un giornalista vuole contrastare la criminalità organizzata e la corruzione (anche se certi vizi non passano mai, è difficile beccare uno con la mazzetta) deve partire dal presupposto che oggi la grande corruzione viaggia su transazioni di denaro all’estero, a cominciare da paesi europei dove non c’è la capacità dei magistrati italiani di contrastare la mafia. Mafia che si è spostata in quegli stati dove è possibile accedere con grande facilità ai fondi europei perché non esistono organi inquirenti come i nostri. Basta pensare che in alcuni paesi non è neanche contemplato il reato di associazione mafiosa. Alcuni processi, cominciati in Svizzera, sono cessati improvvisamente perché non c’è stata la capacità di portarli avanti.
– Quali sono le fonti aperte per un giornalista? Raffaele Cantone, quando era presidente dell’Autorità Nazionale Anticorruzione, aveva proposto di consentire l’accesso dei giornalisti agli atti giudiziari al termine di un’inchiesta. Qualcosa è cambiato?
Purtroppo, per quanto riguarda l’accesso alle fonti, siamo ancora fermi lì. Dipende molto dalla sensibilità dei magistrati la possibilità di accedere ad alcune informazioni. Questo è un grandissimo problema, a mio parere tutto dello stato italiano. Noi di Report, per esempio, siamo andati a vedere, nella nostra inchiesta sul Milan, chi è il proprietario della squadra. Domanda che ci siamo fatti sin da quando Berlusconi ha venduto perché c’è stata tutta una serie di anomalie che hanno accompagnato in questi anni la proprietà della società. Per sapere qualcosa siamo andati in Lussemburgo che, pur non brillando per trasparenza, ha però fatto propria una direttiva europea che impone di segnare in un registro i titolari delle quote delle società. E così è emerso che coloro che hanno più quote del Milan sono due imprenditori campani e non il fondo Elliott, come ci veniva propinato in Italia. Ci siamo occupati di questo fatto perché il Milan, pur essendo un soggetto privato, sta ottenendo insieme all’Inter una concessione per costruire un nuovo stadio a San Siro, nel nome di un interesse pubblico. La legge italiana dice che il nome dell’effettivo proprietario può essere comunicato ad operazione conclusa. Ma io la trovo una grande anomalia, in termini di trasparenza e di accesso alle fonti. Vi confido che né il Milan, né il fondo Elliott, né gli imprenditori campani vogliono parlare con noi, ma attraverso una terza persona lasciano trapelare delle informazioni. Se fosse stato tutto trasparente, non avremmo avuto bisogno di andare in Lussemburgo per avere notizie. Perché è importante questo meccanismo? Perché in una fase come questa, dove c’è una crisi economica in atto, la trasparenza di chi compra dei pezzi d’Italia è importantissima.
– Il giornalismo d’inchiesta e l’azione dei magistrati camminano di pari passo?
Ci tengo a ribadire che si tratta di un lavoro di squadra complicatissimo, fatto di confezionamento e di scrematura di notizie. Noi riceviamo circa 78.000 segnalazioni nell’arco di 5 o 6 mesi e Report è un po’ diventato lo sfogatoio d’Italia. Qui, a Radio Anmil, oggi abbiamo un magistrato importante, Bruno Giordano e mi fa piacere porre anche a lui questa domanda perché vediamo molte segnalazioni che vengono intestate alla Procura della Repubblica, agli organi investigativi e a noi, come se fossimo diventati un soggetto inquirente. E se questo, da un lato, ci fa piacere perché vuol dire che stiamo facendo bene il nostro lavoro, dall’altro è però anche sintomo del fatto che c’è qualcosa che non funziona nella nostra democrazia e soprattutto nell’informazione.

Si è parlato di denunce che arrivano alla Procura della Repubblica e alle testate come Report. È vero: a volte non si capisce se vengono inviate alla Procura e per conoscenza a Report o viceversa. Certo, abbiamo due vite parallele. Il giornalismo d’inchiesta ha in comune con l’attività giudiziaria la ricerca della verità. Molte volte è più facile scoprirla attraverso un microfono perché c’è una libertà di procedure che le indagini giudiziarie non possono avere per ovvie garanzie. Ma c’è una differenza di fondo tra le nostre attività. Il giornalismo d’inchiesta risponde non solo al diritto di cronaca, ma anche al dovere di cronaca, cioè al compito di cercare le informazioni con quella tempestività che viene imposta dai tempi della comunicazione e che l’attività giudiziaria non solo non si può, ma non si deve permettere. Il diritto a sapere è uno dei cardini della democrazia, come scrisse oltre trent’anni anni fa la Corte Costituzionale, quando diede la possibilità di aprire più televisioni private da affiancare a quelle pubbliche per garantire il diritto del cittadino a conoscere attraverso tutti i saperi possibili. Questa è la logica del pluralismo e l’essenza dell’informazione democratica. Per quanto riguarda il malaffare, in base a quella che è stata la mia esperienza giudiziaria, posso dire che non poche volte ha preso le mosse anche da taluni articoli e da taluni interventi del giornalismo d’inchiesta, che hanno scoperto non soltanto ciò che era coperto dall’illegalità, ma hanno anche reso di dominio pubblico quello che in un determinato contesto tutti sapevano, ma nessuno aveva avuto il coraggio di dire. Cito, negli ultimi anni, l’inchiesta sull’Espresso di Fabrizio Gatti sul caporalato a Borgo Mezzanone, in provincia di Foggia. Ecco, le lettere che arrivano a Report, così come arrivano alla Procura della Repubblica, molte volte manifestano non solo la sete di sapere e di avere una buona informazione, ma anche di poter denunciare quello che spesso è già noto in una determinata realtà e non si riesce a farlo diventare di dominio pubblico. Quindi grazie per la mano che voi giornalisti ci date.
