30 Dicembre 2021 – Dopo un 2020 fortemente condizionato dalla pandemia da che ha fatto crollare tutti i principali indicatori macroeconomici nazionali, nel 2021 si registra una decisa ripresa delle attività produttive nel nostro Paese che porterà, secondo tutte le previsioni più accreditate, anche a livello internazionale, ad un bilancio consuntivo annuo decisamente positivo, sintetizzato da una crescita del PIL superiore al 6%.
Ma dall’altra parte, come inevitabile rovescio della medaglia, c’è da registrare anche una decisa ripresa degli infortuni sul lavoro che, nei primi 10 mesi dell’anno (ultimo periodo al momento disponibile) vi è stato un grave aumento delle denunce di infortunio del 6,3% ed un leggero calo dell’1,8% di quelli mortali (da 1.036 casi a 1.017).
Ma, in particolare per quanto riguarda gli infortuni mortali, il lieve calo registrato dalle statistiche INAIL potrebbe indurre ad una visione distorta dell’andamento del fenomeno, in quanto non tiene conto della diversa composizione dei decessi legati all’infezione da Covid in ambito lavorativo, che nel 2020 avevano rappresentato circa un terzo del totale, mentre nel 2021 si sono praticamente dimezzati.
Tale circostanza è stata anche fatta rilevare dallo stesso ministro del Lavoro, Andrea Orlando, quando, nel corso dell’informativa alla Camera sulla sicurezza nei luoghi di lavoro, ha affermato: “I dati dei primi 10 mesi dimostrano come il 2021 si stia presentando come un anno particolarmente critico sul fronte delle morti sul lavoro non collegate all’epidemia. Al netto degli infortuni da contagio Covid, sembrerebbe presentarsi nei primi dieci mesi del 2021, rispetto all’analogo periodo 2020, un aumento complessivo del 20,6%, da monitorare comunque nelle future rilevazioni. Anche le denunce di infortunio pervenute all’Inail al 31 ottobre, sempre per i primi 10 mesi dell’anno (oltre 448mila) evidenziano – ha aggiunto il Ministro – un aumento rispetto ai primi 10 mesi del 2020 pari a+6,3%, che passa a +16,5% se il confronto viene fatto al netto dei contagi da Covid-19”.
I primi dieci di quest’anno sono anche stati costellati da un numero impressionante di incidenti mortali plurimi: ben 15 con un totale di 35 decessi, anch’essi in netta crescita rispetto agli anni precedenti.
Ma al di là delle statistiche sono le cronache di questi mesi e di questi giorni a raccontarci il quotidiano stillicidio di lavoratori morti nell’adempimento del loro dovere.
E, tornando alle statistiche, sono proprio i due settori, Costruzioni e Agricoltura, che forniscono il contributo maggiore al bollettino dei decessi lavorativi nel periodo gennaio-ottobre 2021: 112 morti in occasione di lavoro (esclusi in itinere) in Agricoltura e 98 nelle Costruzioni.
E in questi settori, che sono considerati “tradizionali” per antonomasia, si continua a morire ancora in modo tradizionale. Secondo studi recenti elaborati dagli esperti INAIL su una platea di eventi pluriennali, quasi la metà dei decessi tra i lavoratori agricoli avviene per il ribaltamento del trattore; mentre circa il 60% dei morti in edilizia avviene per caduta dall’alto.
Per quanto riguarda in particolare le Costruzioni, un settore estremamente frammentato composto prevalentemente di piccole imprese, c’è stata una forte ripresa delle attività produttive sospinta anche dai vari “bonus e superbonus” messi a disposizione dal governo per finanziare ristrutturazioni ed efficientamenti energetici, al fine di incentivare la ripresa dell’economia in generale.
Da sempre, infatti, il settore delle Costruzioni costituisce un volano efficace per tutte le altre attività produttive ad esso ausiliarie, come l’industria del ferro, del legno, dei materiali da costruzione, dei trasporti ecc.
Resta, purtroppo, il problema delle irregolarità e della mancanza di sicurezza che da sempre caratterizzano le piccole imprese edili che, per propria natura, non hanno una sede fissa né una stabilità o continuità lavorativa e quindi più difficili da ispezionare e controllare.
“Abbiamo iniziato una vigilanza da qualche mese da cui risulta che oltre 9 imprese edili su 10 non sono regolari”: questo il datocomunicato dal direttore dell’Ispettorato Nazionale del Lavoro (INL) Bruno Giordano, intervistato dal Tg3 sulla sicurezza nei cantieri e le morti sul lavoro.
Con ciò non si può certamente affermare che oltre il 90% delle imprese edili italiane non è in regola con le normative sulla sicurezza sul lavoro, perché quello citato da Giordano è soltanto un campione molto ridotto rispetto all’intero panorama nazionale; per di più si tratta di un campione non casuale ma “mirato”, nel senso che la cronica carenza di Ispettori induce a concentrare l’attenzione investigativa su quelle imprese sospette oche sono in qualche misura “in odore” di irregolarità.
Una più ampia e capillare presenza di ispettori su tutto il territorio nazionale diventa pertanto essenziale per verificare il rispetto delle regole e consentire anche di valutare a posteriori gli effetti delle varie iniziative di prevenzione, che pure vengono attivate, al fine di consolidare quella cultura della sicurezza che purtroppo presenta ancora oggi molte lacune, e non solo nelle Costruzioni.
