Roma, 18 giugno 2021 – L’On. Andrea Orlando, Ministro del Lavoro e delle Politiche Sociali, è intervenuto oggi, 18 giugno, a Roma, all’Aran Barceló Mantegna, ai lavori della Consulta nazionale ANMIL per parlare ai massimi Organi associativi venuti da tutta Italia per la prima Assemblea dopo mesi di restrizioni dettate dalla pandemia.
Dopo l’intervento del Presidente nazionale ANMIL Zoello Forni (vedi file allegato) il Ministro Orlando alla Consulta dell’ANMIL ha dichiarato: “Ripresa economica, non può significare deregolamentazione. L’impennata della domanda in edilizia può produrre un impiego inadeguato della manodopera per quanto riguarda la formazione e la sicurezza sul lavoro.
A proposito di sicurezza sul lavoro la Scuola della Testimonianza dell’ANMIL è un esempio eccellente che va portato avanti e sostenuto.
Chi lavora non deve essere lasciato solo e il dialogo sociale deve essere elemento di forza su cui costruire il confronto. Non occorre allungare le pene o eliminare la prescrizione ma lavorare anche sul fronte della riforma della giustizia per assicurare processi più veloci.
Da poco è stato costituito un gruppo di lavoro fra il Ministero del Lavoro e quello dell’Ambiente – continua Orlando – per arrivare entro la fine dell’anno ad una proposta di modifica della normativa che regola l’amianto. Inoltre, a breve firmerò un decreto per introdurre nel DURC (Documento Unico di Regolarità Contributiva) i requisiti di congruità della manodopera, perché dobbiamo mettere nero su bianco che non si può costruire un palazzo con un operaio. L’insicurezza colpisce chi ha paura di rivendicare i propri diritti: il nostro primo impegno deve essere quello di garantire a tutti di poterne ottenere il rispetto. Apprezzo il vostro impegno per strutturare attività di formazione e testimonianza come elemento caratterizzante dell’azione associativa
Dobbiamo garantire il rispetto delle condizioni di lavoro: il lavoro non è una merce e dobbiamo sempre pensare che dietro c’è una persona. Dobbiamo dare centralità al lavoratore. Proporrò all’Inail la realizzazione di una campagna di sensibilizzazione durante l’estate, momento in cui le persone si sentono più libere e possono dedicare maggiore attenzione e riflessione a questo tema. Oggi la sostenibilità e un tema centrale delle politiche pubbliche. Dobbiamo ragionare anche in termini di sostenibilità del lavoro ed introdurre un certificato su questo. Non c’è ripartenza senza sicurezza sanitaria e senza sicurezza sul lavoro. Le nuove risorse per la sanità vanno investite anche per questo. Il nostro paese non ha solo un grande patrimonio artistico e intellettuale ma anche una profonda cultura del lavoro che dobbiamo proteggere: dobbiamo tutelare e accrescere i nostri artisti del lavoro”.
“Ritrovarci di nuovo tutti insieme – conclude Forni – rappresenta un’occasione preziosa di confronto, in un momento di crisi economica come quello che stiamo vivendo, anche per comprendere quali sono le condizioni delle vittime del lavoro che purtroppo hanno iniziato a crescere insieme alla ripresa. E questo segnale è grave per l’intera società considerando che i danni degli infortuni costano ogni anno quanto una piccola finanziaria”.
La partecipazione del Ministro fa seguito all’intervento in diretta streaming del Presidente della Commissione parlamentare d’inchiesta sulle condizioni di lavoro in Italia, sullo sfruttamento e sulla sicurezza nei luoghi di lavoro pubblici e privati, Sen. Gianclaudio Bressa, e agli interventi di ieri in presenza del Ministro per le Disabilità, Sen. Erika Stefani, e del Presidente della Commissione Lavoro del Senato, Sen. Susy Matrisciano.
