CONSILIATURA CIV INAIL, FORNI (ANMIL) AL MINISTRO ORLANDO CHIEDE CHE ALLA CONDIVISIONE DEI PROBLEMI SEGUANO MIGLIORI TUTELE
Roma, 17 novembre 2021 – Alla presentazione del Rapporto di fine Consiliatura del CIV (Consiglio di indirizzo e Vigilanza) INAIL di oggi a Roma, abbiamo molto apprezzato l’intervento del Ministro del Lavoro Orlando e non possiamo che condividere l’esigenza di migliorare la tutela assicurativa per infortuni e malattie professionali – dichiara Zoello Forni, Presidente nazionale ANMIL (Associazione Nazionale fra Lavoratori Mutilati e Invalidi del Lavoro) – e riteniamo che ciò debba avvenire attraverso una riforma complessiva del Testo Unico Infortuni che è del 1965 e perciò non più adeguato alla società e al mondo del lavoro odierni. L’attenzione che il Ministro ci ha dimostrato in più occasioni nei confronti delle vittime del lavoro e dei loro familiari ci conferma che non resteranno inascoltate le nostre problematiche, ma la revisione del Testo unico sappiamo bene che è un progetto a lungo termine, che tuttavia può e deve essere anticipato da alcuni provvedimenti più urgenti, a cominciare dall’abbassamento del grado di invalidità indennizzabile in forma di rendita vitalizia e non con una erogazione una tantum, passando dall’attuale 16% all’11%”.
“Non è solo una questione di risarcimenti – spiega il Presidente dell’ANMIL – ma si tratta di garantire a lavoratori con gradi di invalidità comunque importanti di poter instaurare, attraverso la costituzione della rendita, un rapporto duraturo di presa in carico del lavoratore da parte dell’INAIL anche per ciò che attiene alla tutela sanitaria, alla riabilitazione e al reinserimento socio lavorativo”.
“Ringraziamo il CIV INAIL e il suo Presidente Giovanni Luciano – continua Forni – per il lavoro svolto nel corso di questa Consiliatura e per aver individuato importanti punti su cui continuare a lavorare nel prossimo futuro. Come ANMIL abbiamo elaborato alcune importanti proposte di riforma nella direzione del miglioramento della tutela assicurativa, che abbiamo già condiviso con i parlamentari vicini all’Associazione in vista della discussione del Decreto Fiscale e del disegno di legge di Bilancio. Ora ci auguriamo che possano trovare accoglimento, considerato che si tratterebbe di interventi perfettamente sostenibili dall’Istituto nell’ambito degli avanzi di gestione che annualmente vengono registrati in bilancio”.
A conferma di quest’ultimo importante tema, durante l’odierno momento di bilancio e di confronto sul lavoro svolto dal CIV dell’Istituto, il Presidente Luciano ha ricordato come: “Le somme non utilizzate dall’INAIL restano depositate nella Tesoreria Centrale dello Stato, senza fruttare interessi. La liquidità giacente al 31 dicembre 2020 ammontava a circa 33 miliardi e 339 milioni di euro pertanto siamo consapevoli che l’Istituto debba garantire i suoi obblighi nei confronti degli assicurati attraverso la cosiddetta sostenibilità attuariale, ma non può essere sottaciuto quanto appaia davvero eccessivo il volume di questi accantonamenti in liquidità”.
