3 dicembre 2019 – Quella costituita dall’amianto è una minaccia tutt’altro che nuova per la salute dell’uomo, nella cui lotta ANMIL è stata coinvolta in prima linea sin da quando, attraverso la legge 257 del 27 marzo 1992, il materiale fibroso è stato finalmente messo al bando. Importante almeno quanto la tutela e l’indennizzo in favore delle vittime di asbestosi è però la prevenzione di drammatici, futuri scenari simili a quelli già vissuti, e dunque l’eliminazione progressiva, tramite bonifica, di ogni traccia della cosiddetta “fibra killer” è da intendersi come un piccolo ma costante passo verso la messa in sicurezza di abitazioni e luoghi di lavoro. Va letta dunque come un ulteriore avanzamento, in tal senso, la riapertura, dal 18 novembre 2019 al 28 febbraio 2020, del Bando per la concessione di contributi per la rimozione delle coperture e manufatti in cemento-amianto, nell’ambito dell’intervento di bonifica di interesse nazionale di Casale Monferrato. Tale rinnovo dà seguito alla proroga del bando già ottenuta sino allo scorso 29 marzo, con riferimento non solo al Comune di Casale Monferrato, ma a tutti i comuni facenti parte del SIN (Sito di Interesse Nazionale), dove, a differenza delle altre realtà nazionali, sono a disposizione anche contributi economici privati volti ad incentivare la rimozione di coperture e feltri, ricordando che chi non provvede alla rimozione di tali manufatti ha l’obbligo di legge di adempiere alla loro periodica manutenzione e verifica tramite personale qualificato, con costi anche rilevanti ed eventuali pesanti sanzioni economiche in caso di inadempienza, il Comune di Casale Monferrato. Già all’interno del comunicato stampa dedicato alla diffusione pubblica della precedente proroga, il Comune aveva caldamente invitato la cittadinanza ad approfittare di quella che poteva essere una delle ultime “finestre” del Bando Amianto, cui è stato però concesso un ulteriore prolungamento. Il contributo, attualmente valutato in maniera forfettaria su una base di € 30,00 al metro quadrato di superficie di cemento-amianto da rimuovere, sarà successivamente calcolato in modo tale che ad ogni metro quadrato di superficie rimossa vada ad aggiungersi una percentuale fissa del 5% per la sovrapposizione delle lastre. Il contributo, inoltre, non potrà superare la metà delle spese realmente sostenute dal privato cittadino, ivi inclusa anche la realizzazione del nuovo manto, e non solo la demolizione e lo smaltimento del precedente ed i contributi potranno essere assegnati solo ai fabbricati già censiti, ragion per cui sarà indispensabile presentare il censimento prima della richiesta di contributo, e prima della rimozione della copertura.
