Consiglio UE, Bruxelles, 4 ottobre 2020 – In data 4 ottobre 2020, è stata pubblicata in Gazzetta UE la Raccomandazione del Consiglio del 30 ottobre 2020 relativa a un ‘ponte verso il lavoro’ (2020/C 372/01).
La Raccomandazione in parola ha lo scopo di rafforzare il programma europeo Garanzia Giovani,
in sostituzione della raccomandazione del 2013 sull’istituzione di una garanzia per i giovani.
In particolare, il Consiglio ha rilevato l’esigenza di introdurre strategie maggiormente mirate al
coinvolgimento dei NEET nel mondo del lavoro, intercettando la strategia europea Green New Deal
e lo strumento per la ripresa «Next Generation EU», istituito per fronteggiare la pandemia.
Nel dettaglio, il Consiglio UE ha raccomandato agli Stati membri di garantire ai giovani di età
inferiore ai 30 anni:
– «un’offerta qualitativamente valida di lavoro,
– proseguimento degli studi, apprendistato o tirocinio entro un periodo di quattro mesi dall’inizio
della disoccupazione o dall’uscita dal sistema d’istruzione formale» (punto 1).
I servizi di garanzia dovrebbero essere strutturati in quattro fasi: mappatura, coinvolgimento,
preparazione e offerta.
