Roma, 11 maggio 2021 – Nell’ambito del Summit sociale tenutosi in occasione della Conferenza sul futuro dell’Europa, in data 7 maggio 2021 le istituzioni e le parti sociali europee hanno sottoscritto una Dichiarazione (“Porto Social Commitment”) per ribadire l’impegno dell’Unione europea nella attuazione del Pilastro europeo dei diritti sociali.
In incipit, è evidenziato che l’Unione europea sta vivendo la transizione verso “un’economia verde, socialmente giusta e digitale”, da cui originano importanti cambiamenti nei modelli di consumo, di commercio, di produzione e di lavoro. Questo scenario, tra l’altro, si inscrive nel contesto della crisi socio-economica cagionata dalla pandemia, che ha acuito le criticità afferenti ai sistemi di welfare e al mondo della produzione e del lavoro.
Proprio allo scopo di contrastare le disuguaglianze e gli elevati livelli di disoccupazione, è necessario delineare una ambiziosa agenda di ripresa basata sui principi quali le pari opportunità, la creazione di posti di lavoro di qualità, l’imprenditorialità, la riqualificazione e la riduzione della povertà e dell’esclusione. A tal fine, i 20 obiettivi fissati dal Pilastro europeo rimangono la “bussola” che guiderà l’Europa alla ripresa.
Alla luce di queste premesse, il Piano d’azione del Pilastro, varato nel marzo scorso, permetterà di perseguire una serie di obiettivi. Tra questi si annoverano:
- il mantenimento delle misure emergenziali finalizzate alla creazione dei posti di lavoro e alle rapide transizioni occupazionali, in vista della ripresa economica;
- la mobilitazione di tutte le risorse necessarie al perseguimento del lavoro dignitoso e della giustizia sociale, nel solco della riconversione green e digitale delle imprese;
- il sostegno alla concorrenza equa e sostenibile all’interno dell’Unione mediante specifiche azioni sociali indirizzate a garantire posti di lavoro di qualità, salari dignitosi, condizioni di lavoro adeguate, luoghi e ambienti di lavoro sicuri e sani, parità di trattamento e mobilità equa;
- l’adozione di misure necessarie per l’integrazione dei soggetti più vulnerabili (donne, giovani, ecc.) all’interno del mercato del lavoro europeo;
- l’adozione di misure per rafforzare i sistemi nazionali di protezione sociale, nella logica di garantire una vita dignitosa per tutti;
- il rafforzamento del ruolo delle parti sociali e della contrattazione collettiva, a livello europeo e nazionale.
Le parti firmatarie, pertanto, chiedono al Consiglio europeo di avallare, attraverso azioni concrete, gli obiettivi specifici da raggiungere entro il 2030, stabiliti dalla Commissione europea. Tra questi:
- il tasso di occupazione europeo dovrà attestarsi almeno al 78%, il che implica almeno il dimezzamento del divario occupazionale di genere;
- almeno il 60% degli europei devono partecipare annualmente alla formazione, mentre l’accesso alle competenze digitali di base deve riguardare almeno l’80 % di persone di età compresa tra 16 e 74 anni;
- il numero di persone che vivono in povertà o in una condizione di esclusione sociale deve essere ridotto di almeno 15 milioni (rispetto ai dati del 2019), di cui 5 milioni di bambini.
