Roma, 22 giugno 2021 – Analizzando le dinamiche infortunistiche presenti nell’archivio del sistema di sorveglianza Infor.Mo, sviluppato dalle Regioni e dal Dipartimento di medicina, epidemiologia, igiene del lavoro e ambientale (Dimeila), che monitora gli incidenti lavorativi dall’origine fino alla loro istruttoria conclusiva, sono emersi alcuni dati allarmanti con riferimento alla sicurezza nei cantieri navali. A tal proposito, INAIL ha realizzato un report ad hoc, intitolato proprio “Cantieri navali – Analisi degli infortuni e piano mirato di prevenzione”. Da quest’ultimo emerge che nei cantieri navali il rischio infortunistico è più alto rispetto a quello riscontrato nel macrosettore Industria e servizi: se in entrambi, dal 2014 al 2018, si è registrata una diminuzione simile, in quest’ultimo si è passati da 22,6 a 19,6 incidenti per mille addetti, mentre nella cantieristica navale da 31,4 a 29,7 infortuni. Questi ultimi presentano inoltre una gravità maggiore, misurata dagli esiti mortali dei casi registrati e dall’assenza dal lavoro degli infortunati superiore ai 30 giorni. In ambito territoriale, il fenomeno infortunistico è concentrato per il 54% prevalentemente in tre regioni (Liguria, Friuli-Venezia Giulia e Toscana), coinvolgendo per lo più meccanici, montatori e manutentori, per cause che includono movimenti scoordinati e scivolamenti, malfunzionamenti elettrici, esplosioni, incendi.
Lo studio ha esaminato nel dettaglio gli eventi registrati tra il 2002 e il 2018: su 63 infortuni definiti positivamente, 26 hanno avuto esito mortale e 37 un esito grave con prognosi superiore a 40 giorni. Gli infortunati, esclusivamente uomini, svolgevano mansioni diversificate, con un rapporto di lavoro a tempo indeterminato pari al 70% e un’esperienza lavorativa mediamente superiore a un anno. Riguardo alla provenienza, il 38% dei lavoratori infortunati risulta essere di origine straniera. Le lesioni maggiormente riportate dagli addetti sono fratture (44%), schiacciamenti o contusioni (27%), ferite o amputazioni (18%), e tra le modalità di incidente più frequenti sono riscontrate le cadute dall’alto dell’infortunato (37% dei casi), quelle di pesi e gravi (22%), gli investimenti con mezzi di trasporto (16%). Di ogni causa di infortunio, la scheda svolge un approfondimento accurato, esaminando tipologia, circostanza, modalità di accadimento e proponendo misure idonee di protezione.
Il report evidenzia anche i risultati di un piano mirato di prevenzione realizzato a Messina nell’ambito di un progetto sostenuto dal Centro di controllo delle malattie del Ministero della Salute. Il piano, attivato dall’aprile 2017 al marzo 2019, è stato coordinato dal Servizio di prevenzione dell’Azienda sanitaria provinciale (Asp) del capoluogo siciliano e ha coinvolto il Dimeila, la sede territoriale Inail, l’Autorità portuale e quella marittima. Tra gli obiettivi, l’orientamento delle aziende in una gestione efficace della salute e sicurezza dei lavoratori, il miglioramento del processo di valutazione dei rischi, e l’individuazione di buone pratiche, da condividere e replicare sia territorialmente sia a livello nazionale.
