INAIL: online gli avvisi regionali del bando ISI 2020 a cura dell'Ufficio Salute e Sicurezza

Nella G.U. n. 297 del 30 novembre 2020 è stato pubblicato un comunicato dell’INAIL relativo al bando ISI 2020.
Precisamente è stato comunicato che – in attuazione dell’art. 95, co. 6-bis, del D.L. n. 34/2020 (convertito, con modificazioni, con l. n. 77/2020) – attraverso la pubblicazione di singoli avvisi pubblici regionali/provinciali, l’INAIL finanzia investimenti in materia di salute e sicurezza sul lavoro.
L’obiettivo è quello di incentivare le imprese a realizzare progetti per il miglioramento dei livelli di salute e sicurezza nei luoghi di lavoro.
I destinatari dei finanziamenti sono le imprese, anche individuali, ubicate su tutto il territorio  nazionale iscritte alla Camera di commercio industria artigianato e agricoltura e le medio/grandi imprese dell’agricoltura e, per l’Asse 2 di finanziamento, anche gli enti del terzo settore.
Sono finanziabili le seguenti tipologie di progetto ricomprese in 4 Assi di finanziamento:

  • progetti di investimento e progetti per l’adozione di  modelli organizzativi e di responsabilità sociale – Asse di finanziamento 1;
  • progetti per la riduzione del rischio da movimentazione manuale di carichi (MMC) – Asse di finanziamento 2;
  • progetti di bonifica da materiali contenenti amianto – Asse di finanziamento 3;
  • progetti per micro e piccole imprese operanti in specifici settori di attività – Asse di finanziamento 4.

Le risorse finanziarie sono ripartite per regione/provincia autonoma e  per assi di finanziamento. Di tale ripartizione è data evidenza nell’Allegato “ISI  2020 – risorse  economiche” degli avvisi pubblici regionali/provinciali pubblicati sul sito INAIL.
Nel comunicato è stato reso noto che in generale, per gli Assi 1, 2 e 3 il finanziamento è costituito da un contributo in conto capitale fino al 65% delle spese ammissibili (al netto dell’IVA), sostenute e documentate per la realizzazione del progetto. Il progetto da finanziare deve comportare un contributo compreso tra un minimo di Euro 5.000,00 ed un massimo di Euro 130.000,00. Mentre non è previsto un limite minimo di spesa per le imprese fino a 50 dipendenti che presentano progetti per l’adozione di modelli organizzativi e di responsabilità sociale.
Invece, il finanziamento per i progetti di cui all’Asse 4 è costituito da un contributo in conto capitale fino al 65% delle spese ammissibili (al netto dell’IVA), sostenute e documentate per la realizzazione del progetto. Il progetto da finanziare deve comportare un contributo compreso tra un minimo di Euro 2.000,00 ed un massimo di Euro 50.000,00.
La domanda deve essere presentata in  modalità telematica. Nel dettaglio, sul portale INAIL – nella sezione Accedi ai Servizi Online – le imprese avranno a disposizione una procedura informatica che consentirà loro, attraverso un percorso guidato, di inserire la domanda di finanziamento con le modalità indicate negli Avvisi regionali. La domanda compilata e registrata, esclusivamente, in modalità telematica, dovrà essere inoltrata allo sportello informatico per l’acquisizione dell’ordine cronologico, secondo quanto riportato nel documento “Regole Tecniche”. Le domande ammesse agli elenchi cronologici dovranno essere confermate, a pena di decadenza dal beneficio, attraverso l’apposita funzione on line di upload/caricamento della documentazione, come specificato negli Avvisi regionali/provinciali.
In merito alle date di apertura e chiusura della procedura informatica, in tutte le sue fasi, saranno pubblicate entro il 26 febbraio 2021 sul portale dell’Istituto, nella sezione dedicata alle scadenze dell’Avviso ISI 2020.
Gli avvisi regionali con i relativi allegati sono stati pubblicati sul sito INAIL (https://www.inail.it/cs/internet/attivita/prevenzione-e-sicurezza/agevolazioni-e-finanziamenti/incentivi-alle-imprese/bando-isi-2020.html?id1=6443154064921#anchor).
Infine, è possibile chiedere informazioni ed assistenza al numero telefonico 06.6001 del Contact center INAIL. È altresì possibile rivolgersi al servizio INAIL Risponde, nella sezione Supporto del portale INAIL (https://www.inail.it/cs/internet/supporto/inail-risponde.html ).
