30 luglio 2020 – In arrivo un nuovo decreto (c.d. agosto) di sostegno alla crisi economica legata al Covid 19, finanziata con lo scostamento di bilancio approvato ieri e pari a 25 miliardi di euro. Vediamo quali si ipotizzano possano esserne i contenuti:
Scadenze fiscali prorogate
Con questa manovra da 25 miliardi si pensa innanzitutto di alleggerire le tasse di marzo, aprile, maggio rinviate a settembre. Circa 13 miliardi di imposte che verranno presumibilmente ridotte. Tra gli interventi in programma:
- rinvio delle scadenze per i versamenti tributari e contributivi sospesi nella fase di emergenza;
- possibilità di rateizzare il debito fiscale per il tempo necessario ad assicurare per il 2020 una discreta riduzione degli oneri per i contribuenti che versino in difficoltà;
- ulteriore differimento delle scadenze per la ripresa della riscossione (ora i debiti iscritti a ruolo e le cartelle di pagamento hanno scadenza 31 agosto, con versamento degli arretrati in soluzione unica entro il 30 settembre. Bene: si punta a spostare tutto al 31 ottobre, con versamento degli arretrati entro novembre);
- nuovo calendario dei versamenti fiscali (spalmando nel corso di tutto l’anno la cifra da versare, calcolata sugli incassi effettivi, superando per il momento il sistema acconto/saldo).
Proroga Cassa integrazione
Si va verso la proroga della Cig. In modo un po’ più selettivo però. La cassa integrazione sarà rinnovata per ulteriori 18 settimane ma non per tutti. Si sta studiando un sistema basato sulla concessione dell’ammortizzatore in base a cali di fatturato certificati. “Ci saranno «elementi di differenziazione e selezione della platea delle imprese, chiedendo a quelle che possono un contributo a questo strumento. La differenziazione sarà probabilmente basata sui dati della fatturazione elettronica, sul diverso impatto della crisi”, ha anticipato sempre il ministro Gualtieri.
Al momento infatti è stato stimato che quasi la metà delle aziende ha fatto ricorso alla Cig, anche quando non si sono avuti cali.
Stop a reddito di emergenza
Uno dei bonus che putroppo (a meno di colpi di scena) non sarà rinnovato è il Reddito di emergenza 2020. La scadenza per richiedere questo sussidio resta infatti fissata al 31 luglio. Così come non dovrebbe essere rinnovato neppure il bonus baby sitter.
Ripartenza della scuola
Anche la scuola entra nella nuova Manovra. È stata approvata una deliberazione che autorizza il ministro dell’Istruzione Lucia Azzolina ad adottare, a norma del decreto-legge 8 aprile 2020, n. 22, l’ordinanza concernente l’inizio delle lezioni e l’avvio delle attività di integrazione e recupero degli apprendimenti per l’anno scolastico 2020-2021. Inoltre è stato confermato che “verranno assicurate le risorse necessarie per far ripartire l’insegnamento in presenza in condizioni di sicurezza”.
Blocco licenziamenti
Si punta anche a rinnovare il blocco dei licenziamenti stabilito ora per 5 mesi.
Smart working e incentivi assunzioni
Sono in arrivo anche incentivi per le assunzioni, che potrebbero assumere la classica forma della decontribuzione sull’assunzione di nuovi dipendenti. Contemporaneamente, ha spiegato il viceministro dell’Economia Antonio Misiani, si sta pensando anche a “incentivi alle imprese che riportino a lavoro i dipendenti in cassa integrazione perché la via maestra non può essere la cassa all’infinito”.
Inoltre si prevede un rinnovo dello smart working. Il governo conta di inserire nel prossimo decreto, una norma per prorogare lo smart working anche nel settore privato così, esattamente come previsto per il 50% della Pubblica amministrazione, nel Decreto Rilancio convertito in legge.
