Roma, 8 aprile 2020 – Su 840 pratiche di validazione di dispositivi di protezione individuale (#dpi) processate a livello tecnico dall’INAIL alla data del 5 aprile, quelle validate positivamente sono 35, pari a poco più del 4% e presentate per la quasi totalità da importatori.
Il restante 95% si è concluso, invece, con un giudizio di non conformità, che in circa il 43% dei casi ha riguardato prodotti non valutabili come dpi (pari a circa il 25% dei provvedimenti negativi), prodotti configurabili come simil-mascherine chirurgiche, eventualmente valutabili dall’Istituto superiore di sanità (17%), e prodotti già marcati CE (1%), per i quali non è necessaria la validazione dell’INAIL. Più della metà delle richieste, invece, riguarda prodotti che non garantiscono i requisiti di qualità e sicurezza per la protezione di lavoratori e operatori sanitari.
È questo il quadro che emerge dal report pubblicato oggi sulle attività di validazione dei #dpi da produrre, importare o immettere in commercio, funzione attribuita in via straordinaria all’ INAIL, fino al termine dell’emergenza Coronavirus, dall’art. 15 del decreto Cura Italia dello scorso 17 marzo, con l’obiettivo di accelerare l’iter di validazione di dispositivi utili per il contenimento dell’epidemia – come occhiali, visiere, semimaschere, indumenti di protezione, guanti e calzari – assicurando comunque il rispetto degli standard di qualità e sicurezza previsti dalle norme vigenti.
L’ INAIL valuta la conformità dei prodotti presentati sulla base dell’autocertificazione e della documentazione presentata da produttori e importatori e, in caso di esito positivo del riscontro tecnico, richiede agli interessati la regolarizzazione di eventuali carenze di tipo documentale o amministrativo.
I controlli tecnici, in particolare, verificano se il prodotto rientri o meno tra i dpi, se sia stata allegata alla richiesta di validazione tutta la documentazione per l’immissione sul mercato (relazione illustrativa, disegni tecnici, rapporti di prova e relativi risultati, istruzioni di utilizzo), e se il dispositivo sia conforme ai requisiti essenziali di salute e sicurezza necessari per stabilire la relativa classe di protezione, come previsto dalla normativa tecnica di riferimento.
Il compito di gestire i 1.826 messaggi di posta elettronica certificata giunti finora alla casella dedicata alle richieste di validazione è stato affidato a una task force composta da circa 40 persone con diverse professionalità tecniche e amministrative, provenienti dalla Consulenza tecnica accertamento rischi e prevenzione (Contarp), dal Dipartimento di medicina, epidemiologia, igiene del lavoro e ambientale (Dimeila) e dalla Direzione centrale ricerca dell’ INAIL, supportate a livello organizzativo e informatico sia per semplificare il flusso istruttorio e di validazione, sia per consentire il rispetto delle misure generali di prevenzione imposte dall’emergenza.
Per favorire quanto più possibile la disponibilità di dpi per le aziende e i lavoratori, l’INAIL sta collaborando attivamente con le università, gli enti di ricerca e le istituzioni coinvolte nella gestione dell’emergenza Covid-19 per individuare soluzioni rapide ed efficaci che consentano la riconversione delle imprese interessate verso la produzione dei dpi, in un’ottica di semplificazione delle procedure di validazione ma avendo cura di assicurare prestazioni di sicurezza elevate e affidabili agli operatori che li indosseranno.
