Roma, 30 aprile 2021 – Il Consiglio dei Ministri, su proposta del Presidente Mario Draghi, ha approvato un decreto-legge che introduce disposizioni urgenti in materia di termini legislativi. In considerazione della proroga dello stato di emergenza epidemiologica da COVID-19, già deliberata, il testo interviene al fine di posticipare alcuni termini di prossima scadenza. Di seguito alcune delle principali previsioni.
– Documenti di identità: proroga dal 30 aprile al 30 settembre 2021 dei termini di validità dei documenti di identità con scadenza entro il 31 gennaio 2020.
– Patenti di guida: con riferimento alle domande presentate nel 2020 per sostenere l’esame di guida, il decreto estende da sei mesi a un anno il termine entro il quale è possibile sostenere la prova teorica per il conseguimento della patente.
– Permessi di soggiorno: i permessi di soggiorno in scadenza entro il 30 aprile sono prorogati al 31 luglio 2021. Nelle more, gli interessati possono presentare istanza di rinnovo.
– Smart working nella Pubblica Amministrazione: fino alla definizione dei contratti collettivi del pubblico impiego, e comunque non oltre il 31 dicembre 2021, le amministrazioni pubbliche – valorizzando l’esperienza acquisita nella organizzazione e nell’espletamento del lavoro in modalità agile, particolarmente, durante la pandemia – potranno continuare a ricorrere al lavoro agile secondo le modalità semplificate stabilite dall’articolo 263 del Dl 34/2020 (il cosiddetto “decreto Rilancio”), ma senza più essere vincolate al rispetto della percentuale minima del 50 per cento del personale e a condizione che l’erogazione dei servizi rivolti a cittadini e imprese avvenga con regolarità, continuità ed efficienza e nel rigoroso rispetto dei tempi previsti dalla normativa vigente. Si avvia, quindi, un percorso di ritorno alla normalità, nella Pubblica Amministrazione, in piena sicurezza e nel rispetto dei principi di efficienza e produttività.
– Esami di abilitazione degli esperti qualificati, dei medici autorizzati e dei consulenti del lavoro: si proroga al 31 dicembre 2021 la possibilità di svolgere con modalità semplificate da remoto gli esami di abilitazione per l’iscrizione negli elenchi nominativi degli esperti qualificati e dei medici autorizzati (esperti di radioprotezione e medici competenti per la tutela e la sicurezza nei luoghi di lavoro) e dell’esame di Stato per l’abilitazione all’esercizio della professione di consulente del lavoro.
