7 febbraio 2022 – L’Osservatorio nazionale sulla condizione delle persone con disabilità ha completato la preparazione di un MOOC (Massive Open Online Courses) sul tema della progettazione inclusiva legata alle persone con disabilità.
L’Osservatorio nazionale sulla condizione delle persone con disabilità, previsto dall’art. 33 della Convenzione ONU sui diritti delle persone con disabilità (UNCRPD), come meccanismo di coordinamento tra le principali istituzioni pubbliche competenti (il MAECI è membro) e la società civile, è incaricato dalla legge 18/2009, legge di ratifica della Convenzione su citata, di promuovere l’applicazione in Italia dei principi e delle norme della UNCRPD.
Ciò si è tradotto nella adozione di uno specifico “Secondo Programma d’azione biennale per la promozione dei diritti e l’integrazione delle persone con disabilità dello Stato italiano” (DPR 12 ottobre 2017) che prevede una specifica linea di attività dedicata alla Cooperazione Internazionale.
Nel suddetto Programma è inserito, come parte integrante, il documento di “Piano d’azione sulla disabilità della Cooperazione Italiana” adottato dal MAECI (2015) e poi dall’AICS che prevede un’attenzione particolare alla progettazione inclusiva per le persone con disabilità, indirizzata al personale del MAECI e dell’AICS, delle ONG di cooperazione allo sviluppo e di altri attori pubblici e privati competenti. La progettazione inclusiva è parte integrante delle “Linee Guida Disabilità e inclusione sociale dell’AICS” del 2018.
In tale direzione l’Osservatorio ha istituito un gruppo di lavoro ad hoc (gruppo 13 di cooperazione internazionale) con due coordinatori (la dott.ssa Mina Lomuscio, indicata dal MAECI in accordo con l’AICS e la dott.ssa Francesca Ortali della RIDS) con i compiti delegati dall’assemblea dell’Osservatorio. Tra i vari compiti del gruppo di lavoro, è stata prevista la realizzazione di una formazione del personale pubblico e privato sui temi della progettazione inclusiva con particolare attenzione nella cooperazione internazionale e persone con disabilità attraverso un MOOC universitario.
Il MOOC sarà presentato mercoledì 9 febbraio in streaming con l’introduzione del Ministro per le disabilità, Erika Stefani. La diretta sarà visibile sulla pagina Facebook dell’Ufficio per le politiche in favore delle persone con disabilità.
